2. Parties: City of Port St. Lucie and: (1) Tradition Electrical Inc.; (2) Elevated Electrical LLC; and (3) Kilowatt Electric Company.
3. Purpose: To establish a contract with qualified contractors to provide Electrical Services to the City of Port St. Lucie on an as-needed basis.
4. New/Renewal/Modified: New.
5. Duration: Three (3) year initial term upon execution with two (2), one (1)-year options to renew.
6. Benefits to Port St. Lucie: This contract provides the City with reliable electrical services on an as-needed basis, ensuring safe, efficient, and properly functioning electrical systems. It also establishes defined response times for maintenance and repairs to minimize operational disruptions.
7. Cost to Port St. Lucie (Annual and Potential): The estimated annual cost is $200,000.00 based on appropriation in the City’s budget. Future expenditures will be in the approved budget each fiscal year.

Staff Recommendation: Move that the Council award Contract #20250302 and enter into a fixed unit-price contract for Electrical Services - Facilities Maintenance with Tradition Electrical Inc., Elevated Electrical LLC, and Kilowatt Electric Company.
Alternate Recommendations:
1. Move that the Council amend and approve the recommended proposals.
2. Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.
Background: The City of Port St. Lucie requires reliable electrical services to support safe, efficient, and properly functioning systems across various City facilities. To secure qualified support on an as-needed basis, a Request for Proposals (RFP) for Electrical Services was issued on February 27, 2026, through OpenGov. The solicitation received seven (7) responsive submissions. On June 1, 2026, the evaluation committee reviewed and scored all proposals and recommended proceeding with a Best and Final Offer (BAFO) process for the three (3) top-ranked firms: Tradition Electrical Inc., Elevated Electrical LLC, and Eau Gallie Electric. BAFOs were issued on June 22, 2026. Two firms accepted the BAFO terms, while Eau Gallie Electric withdrew. The committee then invited the fourth-ranked proposer, Kilowatt Electric Company, which accepted the BAFO terms. Based on the BAFO responses, the committee recommends awarding contracts to the following firms: 1. Tradition Electrical Inc., 2. Elevated Electrical LLC, and 3. Kilowatt Electric Company.
Issues/Analysis: Staff have reviewed all submitted proposals and determined that the three recommended proposers offer the best value to the City.
Financial Information: Funds are budgeted in various accounts and will be allocated as the projects are assigned.
