Summary Brief (Agreements/Contracts only)

2. Parties: City of Port St. Lucie , Cemex Construction Materials of Florida, LLC and Southern Underground, Inc.
3. Purpose: To provide maintenance and repairs to the stormwater systems, culvert pipes and public roadways.
4. New/Renewal/Modified: New.
5. Duration: One-year with the option of four (4) one-year renewals.
6. Benefits to Port St. Lucie: To provide a cost-effective way of procuring materials needed for maintenance and repairs to stormwater system, culvert pipes and public roadways.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure for FY 2022/2023 is $250,000 on appropriation in the City Budget. All future expenditures will be as per approved in the budget.

Staff Recommendation: Move that the Council award Contract #20220110 and enter a unit price contract with Cemex Construction Material of Florida, LLC and Southern Underground, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20220110.
2. Move that the Council not approve Contract #20220110 and provide staff with direction.
Background: Public Works Department oversees the maintenance and repairs of an estimated 260 miles of concrete sidewalks, 300 miles of curbs and in excess of 6000 culverts of varying shapes that require routine repair and maintenance. This maintenance and repairs activities requires the delivery of Ready Mix Concrete, Fiber Mesh and Flowable Fill to the location of the work being performed in a safe and timely manner.
An E-bid was issued on October 18, 2022, to 112 potential suppliers with 6 listed as plan holders and 3 supplemental suppliers. The City received 2 proposals on December 20, 2022.
Issues/Analysis: Staff has reviewed both proposals and has recommended that the contract be awarded to both companies since they both meet all the requirements of the solicitation, and they are local contractors.
Financial Information: Funds are appropriated in the Public Works Stormwater / Street & Drainage / Road Materials & Supplies (#401-4126-553000-00000).
