Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Kevin Eggleston, Procurement Contracting Officer I, PMD.

2.                     Parties: City of Port St. Lucie and Fortiline, Inc. D/B/A Fortiline Waterworks.

3.                     Purpose: To procure pipe fittings and accessories which are used by the Utility Systems Department (“USD”) for system maintenance, repairs, and projects.

4.                     New/Renewal/Modified: New.

5.                     Duration: The initial term will be upon execution of this contract through 06/09/2027 with three (3) one (1)-year renewal options.

6.                     Benefits to Port St. Lucie: The procurement of pipe fittings and accessories is essential to the effective and efficient operation of the USD.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated $3,000,000.00 annually.

Staff Recommendation: Move that the Council approve, per Code Section 35.08(a)(9), to Piggyback Broward County Contract #OPN2129644B2_6 for Water, Sewer, and Irrigation Materials with Fortiline, Inc., D/B/A Fortiline Waterworks.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the Piggyback of Broward County Contract #OPN2129644B2_6 for Water, Sewer, and Irrigation Materials with Fortiline, Inc., D/B/A Fortiline Waterworks.

2.                     Move that the Council not approve and provide staff with direction.

 

Background: Pipe fittings and related accessories are essential materials required to maintain the City’s water and wastewater infrastructure. These components are used daily by field crews for emergency repairs, routine maintenance, and planned construction projects. Timely access to these materials is critical to avoid service disruptions and ensure regulatory compliance. The piggyback of the Broward County’s contract will support the USD with cost control and operational readiness.

 

Issues/Analysis: Staff has reviewed Broward County’s Contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.

                     

Financial Information: Funds are appropriated in the Utility Operating Fund / Water & Sewer / Warehouse Inventory - (431-0000-141002).
