Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Alaina Knofla, Acting Procurement Manager (PMD).

2.                     Parties: City of Port St. Lucie and Culpepper & Terpening, Inc. 

3.                     Purpose: The project will plan, design, and conduct community outreach for improvements to approximately 1.654 miles of Village Green corridor, to include roundabouts, intersection improvements, traffic calming features, 5-foot separated bike lanes, 6-to 10-foot sidewalks, the addition of a median between SE Walton Road and SE Tiffany Avenue, and an enhanced/relocated Wood Stork Trail.

4.                     New/Renewal/Modified: New.

5.                     Duration: 545 calendar days with no option to renew.

6.                     Benefits to Port St. Lucie: The project is strong in mobility and community connectivity, quality of life, safety, environmental sustainability, economic competitiveness and opportunity, state of good repair, partnership and collaboration, and innovation. The Village Green Drive Corridor was identified as the top priority among 137 corridors in need of Complete Street improvements by the St. Lucie Transportation Planning Organization. The City has conducted significant public outreach and formed partnerships with community-based organizations, including neighborhood associations, Treasure Coast Black Chamber of Commerce, and Latin American Chamber of Commerce, among multiple others. The project will improve accessibility from the Sandhill Crossing neighborhood to the planned City Center community hub, for which there are currently inadequate sidewalks, bike lanes, and transit service. The green infrastructure improvements will address stormwater runoff polluting the St. Lucie River and the urban heat island effect.

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expense $2,499,835.00 (RAISE Grant $2,000,000.00).

Staff Recommendation: Move that the Council award Contract #20250072 for the Professional Engineering Design Services for the Village Green Drive Corridor Improvements Project with Culpepper & Terpening, Inc. 

 

Alternate Recommendations:

1.                     Move that the Council reject the recommendation award and provide staff with direction.

2.                     Move that the Council reject all proposals and provide staff with direction to reissue the solicitation or cancel the Request for Qualifications.

 

Background: Grant Agreement presented to City Council August 26, 2024, approved by Resolution 24-R57 and fully executed by Florida Highway Administration on August 28, 2024.

 

A Request for Qualifications was issued in accordance with Section 287.055, Florida Statutes, identified as the Consultants’ Competitive Negotiation Act (CCNA) on January 31, 2025, to 999 potential consultants. There were four (4) proposals received on February 21, 2025. PMD held the first evaluation committee meeting on March 13, 2025, to review and discuss the proposals and individual scores to determine the short list. The Evaluation Committee selected and voted on the four (4) ranked firms to move forward to the short list. The firms were invited to a second evaluation meeting held on March 26, 2025 to make presentations and to answer more detailed questions regarding the project. The Evaluation Committee reviewed their scores and adjusted accordingly. The final scores were announced as followed:

 

#1 Ranked Firm: Culpepper & Terpening, Inc. - 4845.00

#2 Ranked Firm: CHA Consulting, Inc. - 4575.00

#3 Ranked Firm: Consor North America, Inc. - 4545.00

#4 Ranked Firm: Marlin Engineering, Inc. - 4525.00

 

PMD began negotiations with the top ranked firm, Culpepper & Terpening, Inc. After the negotiations, an agreement was made to accept the proposal of $2,499,835.00.

 

Issues/Analysis: Staff has reviewed the final proposal and finds that the fees are fair and reasonable for the amount of work needed to complete this project.

                     

Financial Information: Funds are appropriated in 304-4121-563005 23PW020P-Design RAISE Grant, 304-4121-563005 23PW020P-Design SEBD, 304-4121,563005 23PW020P- Design NEBD.
