Executive Summary (General Business): The PUD rezoning application proposes to rezone 28.8 acres of property to allow for the development of 263, two-story, townhouse units that are to be individually platted in the future.  The total proposed density is 9.13 dwelling units per acre.  This property has a future land use designation of Medium Density Residential (RM) which allows up to 11 dwelling units per acre.  All units are no more than two-floors in height.  This application is a rezoning of a previous PUD zoning district.  The PUD document has been entirely rewritten.

Staff Recommendation: Move that the Council  approve the proposed PUD amendment as recommended by the Planning and Zoning Board on July 5, 2022 with the following condition:

1) Prior to sending the application to City Council for the second reading, an emergency access to East Torino Parkway shall be shown on the Conceptual Master Plan for the PUD. (Staff:  The emergency access has been added to the Conceptual Master Plan.) 

Staff also recommends the following condition:   

1.  The Developer shall be obligated to fund the design and construction of a roundabout at the intersection of West Blanton Boulevard and NW East Torino Parkway. The roundabout shall be designed as a single lane roundabout, but the design shall also accommodate a potential future 4-laning of Torino Parkway and conform to the City of Port St. Lucie Engineering Standards for Land Development and applicable City Codes.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the proposed PUD amendment.

2.                     Move that the Council not approve the recommendation and provide staff direction.

Issues/Analysis: During the July 5, 2022 Planning and Zoning Board meeting, the Board and neighbors had some comments and questions that the Board requested be relayed to the Council:

1)  Parking: Neighbors voiced concern about there being sufficient parking because of students attending college in St. Lucie West. Response: All the units are 4-bedrooms and there could be 4 cars per unit. The units have parking for 3 spaces.  The Homeowners Association (HOA) could put restrictions on the number of cars allowed per apartment unit. The proposed parking meets City code.

 

2)  When is the roundabout at the corner of East Torino Parkway and Turtle Dove Lane expected to be completed? Response: Next year, starting early 2023.

 

3)  What traffic mitigation measures are being made by the proposed Torino Parc multifamily development? Response: 1) A left-turn and right-turn lane on Blanton Boulevard to project entrance. 2) Southbound turn lane from Blanton Boulevard to East Torino Parkway. 3) Right-turn lane from East Torino to Blanton Boulevard.

 

4) Are there any plans to widen East Torino Parkway?  Response: The 4-laning of Torino Parkway is a potential of the Mobility Plan, but it is not included in the Public Works 10-Year CIP (Capital Improvements Program).

 

5) A sidewalk is needed along Blanton Boulevard.   Response:  The construction of a sidewalk along the entire length of Blanton Boulevard (excluding Torino Parc property) is planned to occur in 2025 to 2026.

 

6) Some neighbors indicated that an emergency access is needed to Torino Parkway:  Response:   The applicant has relocated the emergency access to East Torino Parkway from Blanton Boulevard on the Conceptual Master Plan.

 

7) Is public transportation available for students and others?   Response: The County does not offer public transportation in this area. People would need to call a transportation service such as Uber. The proposed PUD includes a bus stop for school children.

 

8)  When was the property zoned Medium Density Residential (RM-11)?  Response: Maps dating back to 1980 show that the property was zoned Multiple Family Residential (RM-11). The property was likely zoned that since the property was originally zoned.

Location of Project: The property is located west of NW East Torino Parkway, north of NW Blanton Boulevard, and south of Midway Road.
