Staff Recommendation: Move that the Council waive the bidding per Chapter 35.04(c) of the City’s Code of Ordinances, for good cause shown, and approve Polydyne Inc. as a sole source to provide the polymer products.
1. Move that the Council amend the recommendation and approve Polydyne Inc. as the sole source provider and enter into a per pound unit price contract.
2. Move that the Council not approve Polydyne, Inc. as the sole source for this product and provide staff with direction.
Background: The USD has purchased polymer since the wastewater treatment facilities were constructed. There are many different chemical compositions of polymer, but each one must be individually tested against the chemistry of the sludge to which it will be applied. Polydyne’s current formulas have performed consistently ahead of any competition.
Issues/Analysis: Polymer compositions are specific to each of our wastewater treatment facilities’ needs; it is required to operate properly.
Financial Information: Funds are appropriated in the Utility Inventory Account (431-00000-141006).
Special Consideration: N/A.
Location of Project: Glades and Westport Wastewater Treatment Facilities.
