2. Parties: City of Port St. Lucie and: (1) Anchor Mechanical, Inc; and (2) Southpaw Plumbing and Metering Services, LLC.
3. Purpose: To establish a contract with qualified contractors to provide Plumbing Services to the City of Port St. Lucie on an as-needed basis.
4. New/Renewal/Modified: New.
5. Duration: Three (3) year initial term upon execution with two (2), one (1)-year options to renew.
6. Benefits to Port St. Lucie: This contract provides the City with reliable plumbing services on an as-needed basis, ensuring safe, efficient, and properly functioning plumbing systems with defined maintenance response times to minimize operational disruptions.
7. Cost to Port St. Lucie (Annual and Potential): The estimated annual cost is $200,000.00 based on appropriation in the City’s budget. Future expenditures will be in the approved budget each fiscal year.

Staff Recommendation: Move that the Council award Contract #20250300 and enter into a fixed unit-price contract for Plumbing Services - Facilities Maintenance with Anchor Mechanical, Inc. and Southpaw Plumbing & Metering Services, LLC.
Alternate Recommendations:
1. Move that the Council amend and approve the recommended proposals.
2. Move that the Council reject all proposals and provide staff with direction to resolicit or cancel the Request for Proposals.
Background: The City of Port St. Lucie requires reliable plumbing services to maintain safe, efficient, and properly functioning systems across various City facilities. To secure qualified support on an as-needed basis, a Request for Proposals (RFP) for Plumbing Services was issued on March 2, 2026, through OpenGov. The solicitation received three responsive submissions. On June 10, 2026, the evaluation committee reviewed and scored all proposals and recommend proceeding with a Best and Final Offer (BAFO) process. BAFOs were issued on July 7, 2026. Anchor Mechanical, and Southpaw Plumbing & Metering Services, LLC responded affirmatively to the BAFO process, while McCloskey Mechanical Contractors, Inc. did not acknowledge receipt of the BAFO. Based on the responses, the committee recommends awarding contracts to the following firms: Anchor Mechanical, Inc. and Southpaw Plumbing & Metering Services, LLC.
Issues/Analysis: Staff have reviewed all submitted proposals and determined that the two recommended proposers offer the best value to the City.
Financial Information: Funds are budgeted in various accounts and will be allocated as the projects are assigned.
