Executive Summary (General Business): The purpose of this resolution is to set the Public Hearing allowing the affected property owners the opportunity to provide comment and/or objections to the 2023 Streetlight Assessment Roll. Additionally, the City Council will consider approving the annual rate for streetlight fees and adopting the 2023 Streetlight Assessment Roll.

Staff Recommendation: Move that the Council approve the resolution.
Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt the resolution.
2. Move that the Council not approve the resolution and provide staff direction.
Background: On August 28, 2023 the City Council passed Resolution 23-R84 authorizing a public hearing and directing the preparation of an assessment roll for the fiscal year beginning on October 1, 2023 for streetlighting. The new boundaries approved by Resolution 22-R74 are included on the 2023 residential streetlighting roll.
Issues/Analysis: The Notice of Public Hearing has been published and notices mailed to the affected property owners as required by law. The updated assessment roll has been made available for inspection by the public, as required by the Ordinance.
Financial Information: The estimated streetlighting billing for fiscal year 2023/2024 is $492,137.62. The rate of assessment is $26.00 (no increase or decrease from last year) for each platted residential lot for fiscal year 2023/2024.
Special Consideration: Approval of this Resolution is necessary to include the annual streetlight billing changes on the 2023 Real Estate Tax Roll.
