Executive Summary (General Business): The owner, Gregory D. Cottin, is requesting a variance to the requirements of Conversion Area number 24 of the Land Use Conversion Manual to allow a to allow an isolation of a parcel. Article XVIII, Appendix B, City of Port St. Lucie Land Use Conversion Manual, of the City’s Zoning Code requires that rezoning petitions for the conversion of residentially zoned lots avoid the isolation of lots that are insufficient in size to meet the performance standards established for a particular conversion area.

 

The background of the conversion areas were designed to promote the assembly of the vested General Development Corporation  (GDC) single-family lots, encourage well-designed non-residential and multi-family development, and improve traffic circulation by restricting curb cuts along major roadways. The Conversion Manual sets up a process to allow for the assemblage of property in order to convert single-family zoned lots to uses identified by the future land use designations in the Comprehensive Plan.

 

There are thirty-eight (38) Conversion Area subdistricts. The subdistricts are located on major thoroughfares and branch out from there to a specified depth. The major thoroughfares include Port St. Lucie Boulevard (including the intersection of Tulip Boulevard), Gatlin Boulevard (including the intersection of Savona Boulevard), Becker Road, Prima Vista Boulevard, Bayshore Boulevard, Paar Drive (including the intersection of Savona Boulevard), St. James Drive and Lennard Road.

Recommendation: Move that Council approve the resolution as recommended by the Planning and Zoning Board on March 5, 2024, with the following condition:

1)                     Cross access shall be provided to Lot 20 from Lots 18 and 19.

Background: Policy 1.1.4.12 of the Comprehensive Plan requires variances to the Conversion Manual be reviewed by the Planning and Zoning Board and a recommendation be forwarded to the City Council for final approval or denial. This manual is intended to explain the land use conversion process, available conversion options, and implementation policies. The manual addresses requirements for land assembly, rezoning requirements, and related site plan and design considerations.

 

On March 5, 2024, the Planning and Zoning Board unanimously recommended approval with a condition to provide cross access to Lot 20 from Lots 18 and 19.
