Summary Brief (Agreements/Contracts only)
1. Prepared by: Robyn Holder, CPPB (PMD).
2. Parties: City of Port St. Lucie, SurvTech Solutions, Inc., Bowman Consulting Group, Ltd., and Culpepper & Terpening, Inc.
3. Purpose: Provide survey & mapping services on a continuing basis as-needed.
4. New/Renewal/Modified: New.
5. Duration: Three (3) years with the option to renew for two (2) additional one (1) year periods upon satisfactory services.
6. Benefits to Port St. Lucie: To have several firms on a rotating basis to provide services in a timely manner for any project that the City requires for survey and/or mapping services.
7. Cost to Port St. Lucie (Annual and Potential): Proposals will be requested for each project based on the hourly rates identified in the Contracts.

Staff Recommendation: Move that the Council award Contract #20230097 for Continuing Contracts for Survey & Mapping Services with the top three (3) ranked firms selected by the Evaluation Committee.
Alternate Recommendations:
1. Move that the Council reject the recommended proposal(s).
2. Move that Council reject all proposals and provide staff with direction.
Background: The City requires various survey & mapping services on an as-needed basis. An RFP was issued in accordance with section 287.055, Florida Statutes, known as the Consultants’ Competitive Negotiation Act (CCNA), on August 30, 2023, to 1,271 potential consultants. There were 15 proposals received on August 30, 2023.
PMD held the first evaluation meeting on November 27, 2023, to review and discuss the individual proposals and to determine the shortlist. The Evaluation Committee selected and voted for the top eight (8) firms to move forward to the short list. The firms were invited to a second (2nd) evaluation meeting that was held on December 15, 2023, to make presentations and to answer more detailed questions regarding the services that they may provide to the City. The Evaluation Committee reviewed and adjusted their scores accordingly. The top four (4) firms were selected to move to the negotiation round. The final scores were announced as follows:
§ #1 Ranked firm with a final score of 948 - SurvTech Solutions, Inc.,
§ #2 Ranked firm with a final score of 926.67 - Bowman Consulting Group, Ltd.,
§ #3 Ranked firm with a final score of 926.67 - Culpepper & Terpening, Inc.,
§ #4 Ranked firm with a final score of score of 918.67 - Langan Engineering & Environmental Services, Inc.
PMD began negotiations with the top ranked firms. The rates were agreed to by all firms. Three (3) of the four (4) firms have submitted a vendor-executed contract for Council approval. Langan Engineering & Environmental Services, Inc. did not agree to the City’s terms and conditions and declined to move forward.
Issues/Analysis: Staff recommends awarding contracts to the top three (3) firms as recommended by the Evaluation Committee.
Financial Information: Funds will be budgeted in various accounts and allocated as projects are assigned in each approved budget year.
