Executive Summary (General Business): This is a request from PSL Town Place Partners, LLC, to create a Master Sign Program for Town Place. The proposed sign program provides comprehensive regulations for all commercial and residential, façade and monument signs within the Town Place development. This will allow for a cohesive look consistent with both the residential and commercial sections of this development.

Staff Recommendation: Move that the Council adopt the ordinance as proposed.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and adopt the ordinance.

2.                     Move that the Council deny the ordinance and provide direction.

 

Background: The Planning and Zoning Board recommended approval of the Town Place Master Sign Program at their regular meeting of January 6, 2026.

 

Issues/Analysis: Town Place consists of an approximately 18.51 acres mixed-use development located on the southeast corner of US Highway 1 and Savanna Club Boulevard.

The sign program (Exhibit “A”) provides sign regulations for the retail establishments along US 1 and the residential development behind the retail development and along Savannah Club Boulevard.

Exhibit A has been submitted and reviewed by the Site Plan Review Committee and Planning and Zoning Board. It received a recommendation of approval at both meetings.

 

The purpose and intent of the Chapter 155 is to allow commercial and non-commercial speech through the use of signs. The intention is to provide uniform sign criteria which regulate the size, height, and placement of signs within the City and thereby promote and protect the public health, safety, general welfare, and aesthetics of the City and to avoid excessive visual clutter and hazards for pedestrians and vehicles. In accordance with Sec. 155.03 (H) of the Code of Ordinances, the overall project developer of a project or development containing at least two (2) acres shall have the option of submitting a master sign program for the total project, or for specified phases within the total project. Anything not specifically addressed in a master sign program regulations will revert to the city sign code (Chapter 155). The program may include modified sign criteria that would not be permitted within the criteria set by Chapter 155. The modifications shall be consistent with the purpose and intent of Chapter 155. The display of signs should be appropriate to the land, building or use. The graphics, sign placement, size, shape, proportion, lettering, color, and overall relation to the overall project and adjacent properties shall create a unified design.

 

The Town Place Master Sign Program proposes regulations for the following:  

                     Monument signs along US 1 for the retail and residential development. 

                      A monument sign for the residential development at the Savanna Club Drive entrance.  

                     An internal directional sign.  

                     Retail façade signs.  

                     Temporary signs.
