2. Parties: City of Port St. Lucie and TRANE U.S. Inc. (“Trane”).
3. Purpose: To approve additional expenditure under Contract #2025315 for the replacement of the existing CH-1 chiller at the MIDFLORIDA Event Center with a new 200-ton Trane air-cooled chiller.
4. New/Renewal/Modified: N/A.
5. Duration: Contract #20250315, utilizing OMNIA Cooperative Contract #3341, is in effect through August 31, 2027, with one (1) additional five-year renewal option.
6. Benefits to Port St. Lucie: Ensures reliable and efficient HVAC operation at the MIDFLORIDA Event Center, supporting both Event Center and Parks & Recreation operations and their continued service to City residents.
7. Cost to Port St. Lucie (Annual and Potential): This approval is requested to provide for a one-time expenditure of $429,359.00 for the replacement and installation of the CH-1 chiller at the MIDFLORIDA Event Center. Including previously approved expenditures under Contract #20250315, the total approved expenditures under the Contract will increase to $2,744,379.00.

Staff Recommendation: Move that the Council approve the additional expenditure under Contract #20260315, in the amount of $429,395.00 for the MIDFLORIDA Event Center CH-1 chiller replacement and installation.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the additional expenditure under Contract #20250315.
2. Move that the Council not approve the additional expenditure under Contract #20250315 and provide staff with direction.
Background: Contract #20250315 utilizes OMNIA Cooperative Contract #3341 with Trane for HVAC Products, Installation, Labor Based Solutions, and Related Products and Services. This master agreement was established through a public solicitation process and allows public agencies to procure goods and services without the need for individual lengthy request for proposals or bidding processes. City Council originally approved the contract on November 10, 2025, with estimated FY26 expenditures of $812,505.00 for the Building Department’s purchase and installation of commercial rooftop air units at the 300 NW Peacock Boulevard Building.
On July 27, 2026, Council approved an additional $1,502,515.00 for the Building Department for the installation of VAVs, ductwork, diffusers, and controls, as well as an emergency purchase of a rooftop air unit at 300 NW Peacock Boulevard to remediate damage caused by a minor fire.
The MIDFLORIDA Event Center (MFEC) is now requesting an expenditure of $429,359.00 for the replacement of the facility’s CH-1 chiller. The chiller supports the HVAC system serving both the MIDFLORIDA Event Center and the Parks & Recreation portion of the facility. With this purchase, total approved expenditures under Contract #20250315 will be $2,744,379.00.
Issues/Analysis: Trane's proposals for the items are included as Attachments to this Agenda Item to show the products, services, and pricing, however, the purchases will be made via a PO issued under Contract #20250315.
Financial Information: Funds to be appropriated in Event Center account 301-7500-562000 / Project String: 26EC013P.
Special Consideration: The City’s Proposed Fiscal 2026-27 Capital Improvement Plan includes $350,000.00 to support the MFEC’s chiller replacement. Due to critical issues at MFEC, we are advancing the replacement and installation now.
