3.                     Purpose: Additional funds to cover unforeseen field conditions that were discovered after finalization of the construction plans.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: An additional 42 calendar days. The new proposed contract end date is 4/13/2023.

6.                     Benefits to Port St. Lucie: To provide sidewalks for safe routes to schools.

7.                     Cost to Port St. Lucie (Annual and Potential): An additional $95,309.60 for a new contract total of $558,535.08.

Staff Recommendation: Move that the Council approve Amendment #1 to Contract #20210040R for the Alcantarra Blvd. Sidewalk Construction Project with McTeague Construction Co., Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #1 to Contract #20210040R.

2.                     Move that the Council not approve Amendment #1 to Contract #20210040R and provide staff with direction.

 

Background: During the course of construction, the City’s CEI firm, JMT and the City’s prime contractor, McTeague Construction Co., Inc., determined it was necessary to remove and replace thirty (30) additional driveways along the south side of Alcantarra Blvd. to construct new sidewalk with cross-slopes in compliance with the Americans with Disability Act (ADA). The amount for this work is $61,604.00 and 42 additional calendar days.

 

After the original construction plans were finalized, several private properties along Alcantarra Blvd. were developed and regraded to shed water to the existing swales. As part of the project, the existing swales will be filled in along the back of the sidewalk and concerns were noted the existing offsite drainage from these properties in question would be impacted by the final template. It was determined that by adding three (3) yard drains along the back of the sidewalk at these locations would address the existing offsite drainage concerns. The amount for this work is $33,705.60. No additional calendar days are needed for this work. 

 

Issues/Analysis: Staff has reviewed the proposed changes described herein and finds the to be fair and reasonable.

                     

Financial Information: Funds are appropriated in the Road & Bridge Fund / Road & Streets Division / Improvements O/T Building (#304-4105-563000-Y1420).

 

Special Consideration: The FDOT LAP Grant provides for reimbursement for this construction project.
