5.                     Duration: The initial term began March 1, 2023, through November 1, 2023.  The Contract was previously extended through December 1, 2024.

6.                     Benefits to Port St. Lucie:  Tool will assist staff in generating project specific data on fiscal impacts associated with proposed annexations and developments and thus help the Council more clearly know what conditions or requirements to consider for a project, and if the project is revenue neutral or what the fiscal impact on City resources would result from it.  

7.                     Cost to Port St. Lucie (Annual and Potential): The original contract value was $168,140.  Current contract amendment increased the value to $200,140.  The value of this request is $72,000, which would increase the total value of the Contract to $272,140.

Staff Recommendation: Move that the Council approve Amendment 4, allowing the contractor to develop the analytical tool to evaluate proposal and increase the Contract value by $72,000.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment 4, allowing the contractor to develop the analytical tool to evaluate proposal and increase the Contract value by $72,000.

2.                     Move that the Council not approve Amendment 4, allowing the contractor to develop the analytical tool to evaluate proposal and increase the contract value by $72,000 and provide the staff direction

 

Background: The Planning and Infrastructure Study (“Project”) is an ongoing analysis relating specifically to growth management and potential implications or impacts of growth from a planning, infrastructure, financial, and regulatory perspective.  The Project is also intended to inform policy regarding annexations.

During the course of the project the consultant indicated that they could develop an analytical tool for use by City leadership in evaluating development proposals which would enable staff in providing data to the City Council as they consider projects.

 

The Tool will be available or calibrated to address two discrete scenarios:

Scenario 1: Proposed development program on property which is already located within the City’s municipal boundaries.

Scenario 2: Proposed development program on property which is located outside of the City’s municipal boundaries, where annexation is being sought, requested, or otherwise contemplated.

While it is premature to articulate the precise measures or their scale, they could include contributions to, or generation of, the following: 

Fiscal values and indicators:

-                     Property values realized as the result of the above.

-                     Property taxes and fees accruing to the City.

-                     Other major receipts, including impact fees, other fees or levies, and charges TBD.

Cost of Service and Level of Service (“LOS”) indicators:

-                     Major public safety costs.

-                     Major parks and recreation costs.

-                     Major infrastructure and capital needs.

-                     Other major costs or obligations TBD

Ultimately, such data, information, or measures would be integrated into the tool to be utilized by the City as needed in its evaluation of development proposals.

 

Issues/Analysis: Staff has reviewed the contractor’s proposal and finds it fair and reasonable.

                     

Financial Information: The development of the tool is projected to cost $60,000.  This request includes $12,000 for ongoing technical support to allow for any meetings when the tool is delivered to ensure that staff is able to fully utilize the tool. Staff does not expect to expend all the funds allocated for technical support.  Funds are appropriated in General Fund for Planning and Zoning/ Professional Services (0011500-531000-00000).
