3. Purpose: To provide design services to develop a Conceptual Master Plan for Torino Regional Park.
4. New/Renewal/Modified: New.
5. Duration: 270 calendar days with no option to renew.
6. Benefits to Port St. Lucie: The Torino Regional Park site was identified in the PSLPRD 10 Year Master Plan to bring more recreational opportunities to this amenity-deficient area of the City. Torino Regional Park is a priority project of the City’s Strategic Plan Goal 6: Culture, Nature, and Fun Activities and the development of this proposed park will help bring more of these requested features to the City along with furthering the City’s goal that most residents have access to a public park within a 10-minute walk from their homes.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $257,920.00.

Staff Recommendation: Move that the Council award Contract #20220036 for the Design Services for a New Regional Park Facility on Torino Parkway with Kimley-Horn and Associates, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20220036.
2. Move that the Council not approve Contract #20220036 and provide staff with direction.
Background: A Park Plan for this area was previously drafted in 2006 and included a sports complex with four ballfields, interactive water fountains and splashpads, walking trails, tennis and pickleball courts, and a playground on the northern parcels. The smaller parcel, north of West Blanton Blvd., has since become a radio-controlled (RC) hobby park and is home to the Port St. Lucie RC Hobby Group.
A new and updated comprehensive master plan will be developed that will identify what is desired and needed for this park site along with completing a comprehensive analysis of what currently exists on the site. The design professional would obtain this information by way of focus groups, public meetings, stakeholder meetings, and assessments by skilled professionals. The consultant would then be able to conceptualize a vision for what could be created with the same focus groups, public groups and stakeholders, along with Parks & Recreation and other City staff, as well as Councilmembers. The contracted professional would calculate the best path moving forward financially, identify the needed resources and recommend a comprehensive phased approach to get the intended results and ensure that it can be sustained once it has been achieved.
The proposed regional park design includes three areas in the Torino area of the City of Port St. Lucie. The first, and largest area, is located in the northern section of the Torino Neighborhood on property spanning 131.58 acres south of NW North Torino Parkway, west of NW East Torino Parkway, and north of W. Blanton Blvd. The second area consists of three parcels spanning 17.46 acres on the southeast corner of NW West Torino Parkway and W. Blanton Blvd. The third area encompasses two parcels of land located at the intersection of NW East Torino Parkway and NW Allyse Drive, consisting of 46.13 acres. The combined project area to be designed for potential recreational purposes is 195.17 acres.
A Request for Proposals (RFP) was issued on February 16, 2022, to 2,699 potential suppliers. There were five proposals received on April 13, 2022. PMD held the first evaluation meeting on May 10, 2022, to review and discuss the proposals and individual scores to determine the short list. The Evaluation Committee selected and voted on the top three firms for the short list. These firms were invited to the second evaluation meeting held on May 23, 2022, to make presentations and to answer more detailed questions regarding the project. The Evaluation Committee reviewed their scores and adjusted accordingly. The final scores were announced as follows:
#1 Ranked firm: Kimley-Horn and Associates, Inc. - 866.00
#2 Ranked firm: Chen Moore & Associates - 749.67
#3 Ranked firm: Miller-Legg - 738.67
PMD began negotiations with the top ranked firm, Kimley-Horn and Associates, Inc. After several rounds of negotiations, an agreement was made to accept their proposal of $257,920.00.
Issues/Analysis: Staff has reviewed the final proposal and finds the fees to be fair and reasonable.
Financial Information: Funds will be appropriated in Parks CIP Fund / Parks & Rec / Professional Services (#305-7210-531000-22PR007P).
