2. Parties: City of Port St. Lucie and Brightview Landscape Services, Inc.
3. Purpose: To approve an amendment and renewal of Contract No. 20210038R2 for integrated pest management services to protect City vegetation, manage pest damage, and ensure environmentally responsible treatment practices across City properties.
4. New/Renewal/Modified: Modified.
5. Duration: The contract included an initial three (3) year term with two (2) additional two (2) year renewal options. The initial term has been completed, and this Amendment #2 exercises the first two (2) year renewal option. One (1) additional two (2) year renewal option will remain.
6. Benefits to Port St. Lucie: Provides improved safety and health conditions by mitigating pest-related risks to residents, visitors, and City staff. Protects City vegetation through long-term, effective treatment of plant material while reducing pest damage and associated maintenance costs. The use of integrated pest management practices supports environmental protection, cost effectiveness, and enhanced sustainability across City properties.
7. Cost to Port St. Lucie (Annual and Potential): The original annual contract amount was $187,168.18. Amendment #1 increased the annual amount to $198,368.18. Amendment #2 further expands the scope of services and increases the annual contract amount to $290,565.20.

Staff Recommendation: Move that the Council ratify Amendment #1 and approve Amendment #2 to Contract #20210038R2 for the Application of Chemicals, Fertilizer & IPM Services on Roadways & Medians throughout Port St. Lucie with Brightview Landscape Services, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and ratify Amendment #1 and approve Amendment #2 to Contract #20210038R2.
2. Move that the Council not ratify Amendment #1 nor approve Amendment #2 to Contract #20210038R2 and provide staff with direction.
Background: The City has contracted with BrightView Landscape Services, Inc. to provide integrated pest management services for City properties. BrightView currently holds multiple service contracts with the City and has demonstrated reliable performance and responsiveness in maintaining landscaped and vegetated areas.
Their expertise in landscape and vegetation management supports the City’s ongoing efforts to protect plant material, manage invasive and nuisance pests, and maintain the health and appearance of public properties. Amendment #2 expands the scope of services to address additional areas and operational needs while continuing services with an experienced provider.
Issues/Analysis: Staff has reviewed Amendment #2 to the existing contract with BrightView Landscape Services, Inc. and finds that it meets the operational needs of the City and complies with the City’s procurement requirements.
Financial Information: Funds are available in the Public Works/Road and Bridge/Integrated Pest Management (104-4127-534 117-00000).
Special Consideration: City Code of Ordinances, Sections 35.09(b) and (c) require City Council approval when the aggregate total increases to a contract exceed either 25% of the original contract price of $99,999.99, whichever is less. Since the aggregate totals of Amendment #1 and Amendment #2 exceed this threshold, this Amendment #2 is placed before City Council for approval, along with ratification of Amendment #1.
