1. Prepared by: Utility Systems Department
2. Parties: City of Port St. Lucie and the State of Florida Department of Environmental Protection (“FDEP”)
3. Purpose: The City of Port St. Lucie (“Grantee”) will construct improvements to the Westport Wastewater Treatment Facility to achieve the Advanced Wastewater Treatment requirement for an effluent quality of 3 mg/l Total Nitrogen and 1 mg/l Phosphorus.
4. New/Renewal/Modified: Modified
5. Duration: The FDEP Grant Agreement is in effect until 12/31/2026.
6. Benefits to Port St. Lucie: When completed, this project will provide a significant reduction of nutrients entering the St. Lucie River. If approved, the City shall be eligible for reimbursement for work performed on or after the date of execution through the expiration date of the Grant Agreement.
7. Cost to Port St. Lucie (Annual and Potential): The Federal funding amount is $23,267,238.65 with the City match of $22,809,587.65.

Staff Recommendation: Move that the Council Ratify the Signature of the City Manager on an Amendment of the State of Florida Department of Environmental Protection Grant Agreement WG115 for the Westport Wastewater Treatment Facility Nutrient Reduction Improvement Project.
Alternate Recommendation:
1. Move that the Council not approve the Grant Agreement Amendment and provide staff with direction.
Background: This project addresses the problem of nutrients entering the St. Lucie River. Nutrients released in the St. Lucie River contribute to the growth of algae and degradation of the water quality. Improvements at the Westport Wastewater Treatment Facility will reduce the amount of nitrogen and phosphorus that is used in reuse water that could enter the St. Lucie River.
Issues/Analysis: Reducing these nutrients would benefit aquatic life and reduce health problems from the polluted water.
Financial Information: The FDEP has provided approximately $8,000,000.00 in additional funding for this project totaling $23,267,238.65. The City is now being requested to match this at $22,809,587.65
