Executive Summary (General Business): The Finance department reviewed the Travel Policy and determined that it needed to be updated. The updates allow the policy to be understood more clearly and help streamline the process. Some of the updates include traveling employees receiving the GSA Meals and Incidentals (M&IE) daily total rate on each day related to the travel and further defining types of travel into Class A, B, and C.

 

Presentation Information: Finance staff will be available to answer questions.

 

Staff Recommendation: Move that the Council approve a resolution of the City of Port St. Lucie, Florida, change the direction from City Council Directive and adopt a Management Directive to control the travel policy; and approve Management Directed Travel Policy #23-01.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve a resolution of the City of Port St. Lucie, Florida, change the direction from City Council Directive and adopt a Management Directive to control the travel policy; and approve Management Directed Travel Policy #23-01.

2.                     Move that the Council provide staff direction.

 

Background: In line with the Finance Department’s mission and values, we intend to review all policies and procedures to ensure they are in line with current industry and organizational standards. The Travel Policy was last reviewed in 2019 with language that was not as clear for end-users. This update is intended to streamline the process while providing clear and concise guidance on all requirements, as well as limitations.

Financial Information: In a continuing effort to support the strategic goal of a high performing government organization, the Finance Department has updated its travel policy to streamline the process. Per diem rates will now be applied by the day and not by breakfast, lunch, and dinner. This change will allow travel to be processed more efficiently and reconciled timely.
