3.                     Purpose: The analysis is essential for ensuring that the City's fees and fines remain competitive, aligned with actual service costs, and responsive to evolving economic conditions. The proposed analysis will review and evaluate current fee structures, fine schedules, and service costs across departments, including but not limited to, Parks and Recreation, Animal Control, Business Tax, Code Compliance, Emergency Management, Lien Services, and the Police Department. The analysis will focus on identifying areas where fees and fines may require adjustments to maintain fiscal sustainability and improve operational efficiency.

4.                     New/Renewal/Modified: New.

5.                     Duration: The estimated duration for completing the project is two (2) years. There is also an option to renew the Contract for one additional one-year period.

6.                     Benefits to Port St. Lucie: Conducting a detailed review of the City's fees and fines will help maintain financial stability and promote equitable cost recovery for services. Expanding this analysis across various departments will likely uncover opportunities for revenue enhancement, further improving the City's overall fiscal health.

7.                     Cost to Port St. Lucie (Annual and Potential): The total estimated cost for this contract is $99,802.00.

Staff Recommendation: Move that the Council award Contract # 20250016 for a Fee Analysis Study to MGT Impact Solutions, LLC.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract # 20250016.

2.                     Move that the Council not approve Contract # 20250016 and provide staff with direction.

 

Background: The City has not conducted a comprehensive review of its fees and fines in several years. In alignment with the strategic goal of sustaining a high-performing government organization, it is vital to assess and adjust our fee structures to reflect the true cost of services and ensure fairness for residents.  An E-Bid was issued on October 30, 2024, there were five (5) submittals received on December 9, 2024.

 

Issues/Analysis: MGT Impact Solutions, LLC., is the best value option based on their proven track record in providing similar services to the City and their competitive pricing. Their experience and cost-efficiency make them the most suitable choice for this project.

                     

Financial Information: Funds are appropriated in the General Fund/General Government/Other Contractual Services (001-1900-534000-00000).
