3. Purpose: Procure the services of Professional Engineering firms to provide services for Utility Projects with construction costs under $4 million dollars.

5. Duration: The term of the contract is for five (5) calendar year(s) with no option to renew.
6. Benefits to Port St. Lucie: To obtain a list of qualified professional firms to perform engineering services for City utilities projects.
7. Cost to Port St. Lucie (Annual and Potential): The cost to the City will be determined per project at the negotiated rates contained in this Contract.

Staff Recommendation: Move that the Council award Contract # 20210093 with Captec Engineering, Inc., Holtz Consulting Engineers, Inc., Infrastructure Solution Services, Kimley-Horn & Associates and Tetra Tech, Inc and AECOM Technical Services, Inc.
Alternate Recommendations:
1. Move that the Council reject Contract # 20210093 and provide staff with direction.
Background: Continuing Contracts will be issued for projects with construction costs that are less than $4 million dollars and will be used for the City’s State and Federal projects when permitted. The term of the contract will be for five (5) years. The City reserves the right to issue other solicitations regardless of this contract. The order of the qualifying firms will be determined by the shortlisted rankings. For example: the top ranked firm shall be #1 in the rotation, the second ranked firm shall be #2 in the rotation and so on. The method of award for the “Continuing Services Projects” will be based on a strict rotation basis. The Procurement Management Department will establish and maintain the rotation list with the awarded firms to ensure there is equitable distribution of work.
Issues/Analysis: On November 22, 2021 City Council approved LegiStar Item # 2021-995 (Approve Shortlisted Firms and Begin Negotiations for Request for Proposals (RFP) #20210093 to Provide Continuing Engineering Services for Utility Projects.). Staff held negotiation meetings with AECOM Technical Services, Inc., Captec Engineering, Inc., Holtz Consulting Engineers, Inc., Infrastructure Solution Services, Kimley-Horn & Associates and Tetra Tech, Inc. and staff determined that their fees are fair and reasonable.
Financial Information: Individual projects funds are available in the appropriate fiscal CIP Budget.
