Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Keith Stewart, Procurement Manager, PMD.

2.                     Parties: City of Port St. Lucie and Classic Cuts & Fish Pond Designs, Inc.

3.                     Purpose: To perform the mowing and maintenance of the EWIP sites.

4.                     New/Renewal/Modified: New.

5.                     Duration: 3-year period with an option to renew for (1) additional three (3) year period.

6.                     Benefits to Port St. Lucie: To provide mowing of the Eastern Watershed Improvement Project (EWIP) sites three (3) times each for a total of thirty-six (36) times per year and maintenance, which includes weed-eating, spraying herbicides and litter removal to the EWIP sites.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure is $93,024.  Future years will be as appropriated.

Staff Recommendation: Move that the Council award contract #20240137 and enter into a unit price contract with Classic Cuts & Fish Pond Designs, Inc., for Mowing & Upland Maintenance of the Eastern Watershed Improvement Project (EWIP) Sites.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award contract #20240137

2.                     Move that the Council not approved contract #20240137 and provide staff with direction.

 

Background: There are fourteen (14) Eastern Watershed Improvement Project (EWIP) sites that are located in close proximity to residential properties and require routine mowing and maintenance.  These facilities were constructed due to an unprecedented weather event predominantly in southeastern Port St Lucie.  This contract is a follow on to contract #20180159, that expires October 31, 2024.

 

The E-bid was issued August 9, 2024, to four-hundred fifty (450) potential suppliers.  There were thirty-four (34) plan holders with four (4) submitted on September 16, 2024.  

 

Issues/Analysis: Staff has reviewed the proposals and finds that Classic Cut & Fish Pond Designs, Inc. meets all the requirements of the solicitation and the price is fair and reasonable. 

                     

Financial Information: Stormwater Fund/Greenbelt Operations/Citywide Mowing (410 4127 534116).
