Summary Brief (Agreements/Contracts only)
1. Prepared by: Nadia Tourjee, Procurement Agent I (PMD).
2. Parties: City of Port St. Lucie and FAYAT Environmental Solutions Americas.
3. Purpose: To obtain (2) two new sweepers to maintain city curbs and sidewalks. One (1) is to replace an existing sweeper that has been decommissioned and has exceeded its useful life and one (1) for cleaning more confined areas.
4. New/Renewal/Modified: New.
5. Duration: The initial contract began on 12/9/2021 and continues through 11/16/2025. The contract may be extended one additional year upon the request of Sourcewell and written agreement by Supplier.
6. Benefits to Port St. Lucie: Provide equipment for staff that is effective and efficient.
7. Cost to Port St. Lucie (Annual and Potential): The Replacement Sweeper total cost is $244,924.92 and the additional sweeper for confined areas is $168,287.24 for a one-time expense of $413,212.16. All future expenditures will be appropriated in each year’s budget.

Staff Recommendation: Move that the Council waive the bidding good cause shown, per Chapter 35.04(c), and approve participating in the Sourcewell Cooperative Contract #093021-FAY for the purchase of two new Street Sweepers, one to replace PWS 2930 that has reached the end of its useful life and one for cleaning more confined areas.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the Sourcewell Cooperative Contract #093021-FAY.
2. Move that the Council not approve participating in the Sourcewell Cooperative Contract #093021-FAY and provide staff with direction.
Background: The City utilizes street sweepers to maintain 294 miles of curbs citywide, minimizing debris and sediment discharge into the city’s stormwater system. The acquisition of a smaller sweeper will enable us to service more confined areas such as City Hall and the Mid Florida Event Center, maintain sidewalks over bridges mitigating the use of manual labor, and operate under increasing tree canopies that are being cultivated for beautification of the City.
Issues/Analysis: Staff has reviewed the Sourcewell Cooperative Contract and finds that it meets the needs of the City and meets the requirements of the City’s Procurement Ordinance.
Financial Information: Funds are appropriated on the Road & Bridge Fund / Road & Street Division / Machinery & Equipment (#304-4125-564300-00000).
Special Consideration: Sourcewell is a service cooperative created to provide programs and services to members in government, education, and non-profit sectors. Its statutory purpose is to assist members in meeting specific needs which are more efficiently delivered cooperatively than by an individual entity. Sourcewell is a self-supporting government agency with oversight from a board of publicly elected officials.
