Executive Summary: On January 19, 2021 the City Council moved to accept the 10 recommendations for the Port St. Lucie High Performance Public Spaces (HPPS), including initiating the design of two park sites: O.L. Peacock Sr. Park and Duck Court Park. Draft Conceptual Plans have since been created for (1). O.L. Peacock Sr. Park and (2). Duck Court Park. Concepts will be presented along with a preliminary schedule and proposed budget for Council review and direction.

 

Presentation Information: Culpepper and Terpening, Inc., the firm under contract to develop the Draft Conceptual Plans for O.L. Peacock Sr. Park and Duck Court Park, will provide a brief presentation.

 

Staff Recommendation: Move that the Council approve the Draft Conceptual Plans for O.L. Peacock Sr. Park and Duck Court Park and preliminary schedule and funding.

1.                     Move that the Council amend the recommendation and provide additional direction.

 

Background: On January 19, 2021, the City Council moved to accept the 10 recommendations for the Port St. Lucie High Performance Public Spaces (HPPS). This included the implementation of an inter-departmental, interdisciplinary HPPS Team to review pilot projects and ultimately capital project Charters and Plans. Since that time, an HPPS Team composed of staff members from various City Departments has been established. Included with the HPPS initiative recommendations was the directive to initiate the design of two park sites: O.L. Peacock Sr. Park and Duck Court Park. The development of the neighborhood park sites has been prioritized in the Strategic Plan as well as by residents in the Neighborhood Improvement and Community Engagement (N.I.C.E.) meetings. Following the January 19th Special City Council meeting, the City of Port St. Lucie entered into a contract agreement on March 29, 2021, with Culpepper & Terpening, Inc., for conceptual design services for both park sites. Since that time, citizen input has been obtained and reviewed for the development of both park sites, conceptual plans have been reviewed by the HPPS Team, and regularly scheduled bi-weekly project team meetings held throughout the duration of the Conceptual Plan(s) development. Following Council direction, proposed funding will be incorporated into the Capital Improvement Plan. Staff will also pursue grant funding to leverage City funding and offset costs.

 

Issues/Analysis: As part of the Scope of Services for the Conceptual Plan development for O.L. Peacock Sr. Park and Duck Court Park, three public information sessions were held. The first took place on September 14th, 2021, the second on September 28, 2021 and a final meeting was held on March 3rd, 2022. Two surveys were created (one for each park site) to gain citizen input. A total of 175 surveys were submitted for O.L. Peacock Sr. Park and a total of 165 surveys were submitted for Duck Court Park. In October 2021, the Design Team also met with each City Council member to review the project sites and recommended amenities. The High Performance Public Spaces Team reviewed both conceptual plans during their regularly scheduled meeting held on February 4, 2022 for input and comment and met onsite in April 2022 to further review the proposed amenities for the area. Public input, as well as comment from the HPPS Team, City Council input, and input from the internal review team during the bi-weekly team meetings were utilized to create a Draft Conceptual Plan for O.L. Peacock Sr. Park and a Draft Conceptual Plan for Duck Court Park. In developing the plan for O.L. Peacock Sr. Park staff focused on ensuring the project accommodated plans for the proposed Peacock Trail, another strategic plan priority, as well as advancing the City’s 10-Year Parks & Recreation Master Plan.
