Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie and Coast to Coast Landscaping, Inc.

3.                     Purpose: To defoliate vegetation on the roadway curbs, crack expansion joints, drainage inlets, bullnose, parking lots and spaces for street parking to allow for effective clean up with the City’s street sweeper.

4.                     New/Renewal/Modified: New

5.                     Duration: 3 years with an option for an additional 2-year renewal.

6.                     Benefits to Port St. Lucie: Will significantly compliment the City’s efforts towards a “clean, safe and beautiful City” by limiting the pooling of water that accumulates during rain events which is due in part to vegetative growth within the cracks, expansion joints and on street parking which cannot be extracted or is accessible with the street sweeper.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditures are $116,160.  Future years will be as appropriated in each year’s budget.

Staff Recommendation: Move that the Council award Contract #20190045 to Chemically Treat Curbs Throughout the City to Coast to Coast Landscaping, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20190045.

2.                     Move that the Council not approve Contract #20190045 and provide staff with direction.

 

Background: The City of Port St. Lucie currently has more than 220 miles of curbs within the residential communities along with the major roadway network throughout the City.  To keep up with a safe, clean and beautiful City and to complement the street sweeping efforts, the City of Port St. Lucie Public Works recommends reintroducing this program to prove supplemental EPA approved pesticides applications to defoliate unwanted vegetation within the existing curbs, sidewalks and landscape beds.

 

An E-bid was issued on March 20, 2019 to 167 potential suppliers.  There were 9 plan holders with 4 proposals being received on May 3, 2019.

 

Issues/Analysis: Staff reviewed the proposals and finds that Coast to Coast Landscaping, Inc., provides the best value to the City.  This vendor currently services approximately 70% of these sites as part of the Citywide landscape maintenance service contract.  Consolidating the landscape services and curb spraying will improve the overall appearance and will also provide uniformity.

                     

Financial Information: Funds are appropriated in the adopted FY 2018-19 budget for Stormwater / Greenbelt / Other Contractual Services (401-4127-534000)
