Executive Summary (General Business): The Port St. Lucie Governmental Finance Corporation (GFC) has submitted an application for site plan approval for a proposed 1,240,000 square foot warehouse and distribution facility with onsite and offsite improvements.  The proposed building will include 1,218,710 square feet of warehouse space, 21,290 square feet of ancillary office space, truck loading docks along the east and west sides of the building, and employee parking and entrances at the north and south sides of the building.  The project will be served by the extension of SW Anthony F. Sansone SR Boulevard from Paar Drive north to a proposed E/W roadway known as St. Louis Drive.  St. Louis Drive will run from SW Village Parkway east to SW Anthony F. Sansone SR Boulevard.  

 

Presentation Information: Staff may provide a short presentation. 

 

Staff Recommendation: Move that the Council approve the major site plan as recommended by the Site Plan Review Committee. 

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the major site plan.  

2.                     Move that the Council not approve the project and provide staff direction. 

 

Background: The Site Plan Review Committee recommended approval of the proposed project at the August 10, 2022 Site Plan Review Committee meeting.

 

Issues/Analysis: Project Apron is dependent on approval of the application to rezone 345.5 acres of land in Southern Grove to MPUD for Legacy Park North MPUD (P22-176).  The Legacy Park North MPUD is scheduled for adoption at the September 12, 2022 City Council meeting.  Project Apron is also dependent on approval of Southern Grove Plat No. 43.  Southern Grove Plat No. 43 is a preliminary and final plat for Legacy Park North.  It creates the parcel for Project Apron, the right of way parcels to access the property, and the construction plans to provide the infrastructure improvements needed to serve the development.

Special Consideration: The GFC has an option agreement with JDN Enterprises, LLC (a Sansone Group entity) for development in Legacy Park North that addresses funding for required infrastructure improvements.  

 

Location of Project: The property is generally located west of Interstate 95, north of Paar Drive, east of south SW Village Parkway, and south of the Marshall Parkway right-of-way.
