2.                     Parties: City of Port St. Lucie and Iteris, Inc.

3.                     Purpose: To utilize the BuyBoard Cooperative Contract to purchase various traffic signal systems, supplies, and equipment, as needed.

4.                     New/Renewal/Modified: New.

5.                     Duration: This Agreement shall be effective from the date upon which all parties have executed it through March 31, 2027 with two (2) additional one (1)-year options to renew.

6.                     Benefits to Port St. Lucie: Purchases made under this agreement will strengthen the City’s traffic signal network by improving vehicle detection accuracy, enhancing signal timing responsiveness, and supporting proactive maintenance of critical traffic control infrastructure. These improvements will contribute to safer intersections, reduced congestion, and more efficient mobility for residents, businesses, and visitors throughout the City.

7.                     Cost to Port St. Lucie (Annual and Potential): The estimated annual expenditure for this agreement is $300,000.00.

Staff Recommendation: Move that the Council approve, per Code Section 35.08(a)(9)(a) (cooperative exception to formal bidding), to Piggyback the BuyBoard Contract #795-26 with Iteris, Inc. for traffic signal systems and Safety Barrier Products.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the piggyback of the BuyBoard Contract #795-26 for traffic signal systems and Safety Barrier Products.

2.                     Move that the Council not approve the piggyback of the BuyBoard Contract #795-26 for traffic signal systems and Safety Barrier Products. and provide staff with directions.

 

Background: The City seeks to utilize the BuyBoard Cooperative Contract to purchase traffic signal systems, supplies, and equipment, as needed to support citywide traffic operations.

 

BuyBoard is a national cooperative purchasing program that provides competitively awarded contracts to government agencies, educational institutions, and nonprofit organizations. Cooperatives leverage the collective purchasing power of its members to secure favorable pricing, ensure compliance with public procurement requirements, and expedite the acquisition of critical goods and services.

 

Purchases made under this contract will support ongoing maintenance, upgrades, and replacement of traffic signal components throughout the City. These improvements include better vehicle detection for turning-lane approaches, enhanced data collection to support traffic engineering analysis, and improved system integration across the City’s traffic signal network. All expenditures will be made in accordance with approved budgets each fiscal year.

 

Issues/Analysis: Iteris, Inc is an approved vendor through the BuyBoard cooperative purchasing process for traffic Signal Systems and Safety Barrier Products. The City of Port St. Lucie utilizes cooperative and piggyback purchasing to take advantage of established competitively bid contracts for goods and services, streamlining the procurement process. Staff has reviewed the BuyBoard Cooperative Contract and find that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.

                     

Financial Information: Funds are appropriated in Road & Bridge Operating / Traffic / Non Capital Machinery under $750 (Account #104-4121-551644).
