Strategic Plan Link: The City’s Mission to enhance our community’s quality of life.

Executive Summary (General Business): The City of Port St. Lucie, through the Neighborhood Services Department, has been a partner of the Treasure Coast Homeless Services Council and a member of the Continuum of Care (CoC) since 2004. The CoC is a regional collaboration of organizations and local governments that coordinates homeless services, resources, and planning for the community. In previous years, the City’s participation in the CoC required completion of a membership application. For 2026, the Treasure Coast Homeless Services Council has updated the membership process to include a Memorandum of Understanding (MOU). The MOU establishes the City’s continued participation in the CoC and outlines the responsibilities and expectations of participating members. Staff are requesting authorization for the City Manager to execute the 2026 Continuum of Care Membership Application and MOU to allow the City to continue its participation in the regional Continuum of Care.

Presentation Information: Questions will be answered by staff upon request.

Staff Recommendation: Move that the Council authorize the City Manager or his designee to enter the Application and MOU.

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and authorize the City Manager or his designee to enter the Application and MOU.

2.                     Move that the Council table this matter and provide staff direction.

Background: The City of Port St. Lucie has participated in the regional Continuum of Care since 2004 through the Neighborhood Services Department. The Continuum of Care is administered by the Treasure Coast Homeless Services Council and serves the Fort Pierce/St. Lucie, Indian River, and Martin County areas. The CoC brings together local governments, nonprofit organizations, service providers, housing organizations, and other community partners to coordinate homeless services and related resources. The City has historically maintained its CoC membership through an annual membership application. For 2026, the Treasure Coast Homeless Services Council revised the membership document to combine the membership application with a Memorandum of Understanding. The revised document requires participating organizations to acknowledge and agree to the CoC's membership and participation requirements.

Issues/Analysis: Execution of the 2026 Membership Application and MOU will allow the City to maintain its membership and continued participation in the regional Continuum of Care. Continued participation provides the City with an ongoing role in regional coordination and planning related to homelessness and homeless services. The proposed action does not establish a new City program. There is no direct fiscal impact associated with execution of the Membership Application and MOU. No additional funding or appropriation is requested.

Financial Information: There is no direct fiscal impact associated with execution of the Membership Application and MOU. No additional funding or appropriation is requested.

Special Consideration: The Homeless Services Council (HSC) is the lead agency for the Continuum of Care covering Indian River, St. Lucie, and Martin Counties and coordinates the local response to homelessness with the help of its community partners.
