2. Parties: City of Port St. Lucie and CPZ Architects, Inc.
3. Purpose: The City of Port St Lucie has selected to phase the project. The original contract was based on the site being developed in one phase. The additional services include the additional efforts to break out the project into 3 phases. Additionally, the original proposal did not include the processing of a SFWMP ERP permit for the project. A separate task is proposed under this proposal to facilitate the processing of the ERP permit.

5. Duration A time extension of 60-day extension is required to complete tasks 3-7, and to be completed no later than September 29, 2023.
6. Benefits to Port St. Lucie: Additional Service for Project Phasing and SFWMD ERP Permitting will save approximately 6 months.
7. Cost to Port St. Lucie (Annual and Potential): Total price change for the amendment is $102,785.00.

Staff Recommendation: Move that the Council approve Amendment #5 to Contract #20210018 for consulting services for the new Public Works Administration Building, with CPZ Architects, Inc.

1. Move that the Council amend the recommendation and approve Amendment #5 to Contract #20210018.
2. Move that the Council not approve Amendment #5 to Contract #20210018 and provide staff with direction.
Background: The City bonded $15,000,000.00 for a new Public Works Administrative Complex and during the soil testing phase of the project several chemical compounds in and around the fleet service facility were discovered that necessitated the need for additional testing to ensure the City has the ability to construct a new building within the discovered area or facilitate the removal of the soils that tested at or above the state and federal regulations. Additionally, the Consultant shall coordinate with the SFWMD utilizing the conceptual site plan that normally is done after construction plans are approved and a contractor is hired. It is desired to begin the estimated 6-month permitting process during the advertisement, selection of potential contractors, and short list. This will reduce the project time by approximately 6-months on an already tight schedule.
Issues/Analysis: Staff has reviewed the additional time extension and recommends approval of the related time extension to complete all tasks.
Financial Information: Funds are appropriated in the Road and Bridge CIP Fund/Road Street/ Buildings Public Works Department (#304-4105-562000-00000).
