Approve The 2025 Saints Golf Course Charity No-Fee Golf Tournament Participants

Executive Summary (General Business): Three of the City’s qualifying non-profit 501.C.3 organizations, who each have a direct affiliation with the City, have informed The Saints Golf Course of their desire to hold a golf tournament in 2025 per Management Directed Policy #22-01md.

Staff Recommendation: Move that the Council waive the current policy stating that only two “No-Fee” tournaments can be held each year and allow the St. Lucie County Humane Society, the St. Lucie Country Chamber of Commerce, and the Port St. Lucie Police Athletic League to each hold a “No-Fee” golf tournament at The Saints Golf Course in 2025. This waiver would also allow organizations that participated last year to participate this year (instead of taking the 2-year hiatus as per policy).
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve with changes.
2. Move that the Council not approve and provide staff with additional direction.
Background: The Management Directed Policy #22-01md provides an opportunity for the City Council to waive tournament fees and grant approval for two qualified community organizations to hold a “No-Fee” golf tournament at The Saints Golf Course each year. Per the policy, an organization awarded a tournament must take a two-year hiatus from the last City Council-approved tournament before again becoming eligible. The City Council may make an exception to this provision should a tournament opportunity exist due to no other qualifying organization submitting a request for consideration.
Issues/Analysis: Three non-profit organizations have informed The Saints Golf Course of their desire to hold tournaments in 2025. They are the St. Lucie County Humane Society, The St. Lucie Country Chamber of Commerce, and the Port St. Lucie Police Athletic League. The St. Lucie County Humane Society and the Port St. Lucie Police Athletic League both held “No-Fee” golf tournaments at The Saints Golf Course in 2024. Staff recommends waiving the policy language that restricts the number of “No-Fee” tournaments per year to two organizations and allow a third qualified organization to hold a “No-Fee” tournament at The Saints Golf Course in 2025.
Financial Information: It is estimated that each “No-Fee” tournament will negatively impact The Saints revenue stream by approximately $5,000 per tournament. This requested policy waiver by council and its potential impact on revenue has been approved by City management.
Special Consideration: Tournaments would be hosted only during the months of June through October each year.
