2. Parties: City of Port St. Lucie and Aquatic Vegetation Control, Inc.
3. Purpose: To provide swale liner maintenance services in Area A of the City.
4. New/Renewal/Modified: New.
5. Duration: Four years with the option for four additional one-year renewals.
6. Benefits to Port St. Lucie: To provide swale liner maintenance at various locations outlined in Area A of the City per the attached exhibit.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure of $1,418,531. All future expenditures will be appropriated in the proposed budgets for each fiscal year.

Staff Recommendation: Move that the Council award Contract #20210004 and enter into a fixed price contract with Aquatic Vegetation Control, Inc. for Swale Liner Maintenance in Area A.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20210004.
2. Move that the Council not approve Contract #20210004 and provide staff with direction.
Background: The City has an estimated 894 miles of drainage swale liner, of which approximately 429.858 miles are located in Area A. This Contract is to replace the 20150124 Contract, which was at $780,829.20 annually.
An E-Bid was issued on July 21, 2021 to 618 potential suppliers and 3 supplemental suppliers. There were 13 plan holders with 1 proposal received on August 11, 2021. Due to the nature of the work for this contract, it is imperative that the City move forward to secure maintenance services for the swale liners located in Area A. PMD reached out to 12 of the listed plan holders to inquire why no bid may have been submitted, and the responses were either due to existing workload or not in the best interest of the company at that time.
Issues/Analysis: Staff has reviewed the proposal submitted by Aquatic Vegetation Control, Inc. and find that Aquatic Vegetation Control, Inc. provides the best value. Aquatic Vegetation Control has been providing services to the City for the last decade.
Financial Information: Funds are appropriated in the proposed FY 21-22 budget for the Stormwater/Greenbelt/Liner (#401-4127-534105).
