Executive Summary (General Business): The Utilities Systems Department desires to procure geotechnical services to inspect, sample and test the material and work as required by the City for the Westport Wastewater Treatment Plant Phase 2 expansion.

Staff Recommendation: Move that the Council approve to start negotiations with the firms shortlisted and ranked by the Evaluation Committee as follows:
1. Ardaman & Associates, Inc.
2. Andersen Andre Consulting Engineers, Inc.
3. GFA International, Inc.
If City staff is unable to negotiate an acceptable contract with the # 1 ranked firm, approve to continue the process and negotiate with the next highest ranked firm until an acceptable agreement is reached.
Alternate Recommendations:
1. Move that the Council reject RFQu #20190062 and provide staff with direction.
Background: The City of Port St. Lucie is constructing an expansion of the Westport Wastewater Treatment Facility (WPWWTF). Construction of Part 1 of the expansion work is underway. Part 2 of the expansion work anticipated to commence in fiscal year 2020. The facilities that will be constructed in the Part 2 phase include:
• Three new cast in place concrete aeration/anoxic basins
• One new cast in place concrete clarifier
• One new deep injection well and injection well pad
• Interconnection below grade piping and other utilities
• One new electrical building
• One new chlorine building
• Minor asphalt pavement work
The Utilities System Department desires to hire a qualified testing laboratory agency regularly engaged in the State of Florida in the testing of materials for construction projects including soils, asphalt, grout and concrete to monitor and assess the quality appropriateness and acceptability of the materials that are used for the Part 2 construction work.
Issues/Analysis: A Request for Qualifications was advertised on DemandStar on April 23, 2019 with a proposal due date of May 28, 2019. During the advertisement period, 810 suppliers were notified, 16 of those downloaded plans and 4 submitted proposals. On June 11, 2019, the Procurement Management Department held a public meeting where the committee members met to review and discuss their individual scores. The committee voted to interview the top 3 scoring firms on June 28, 2019.
The evaluation committee has reviewed and scored all proposals and the rankings are as follows: (1) Ardaman & Associates, Inc., (2) Andersen Andre Consulting Engineers, Inc., (3) GFA International, Inc. The interviews were based on each firm’s submittal and written responses to project specific questions posed by the committee. The committee has selected Ardaman & Associates Inc. as the top ranked firm because of their qualifications and approach to the project.
Financial Information: Funds are appropriated in the approved FY 2018-19 budget in the Utility CIP/Westport Wastewater Plant fund/Improvement Other Buildings Professional (448/3512/563005).
Special Consideration: N/A.
Location of Project: Due to the Critical Infrastructure Sector of the Homeland Security Act, location is not provided for Water and Wastewater Facilities.
