Executive Summary (General Business): Parks & Recreation recommends increasing the Summer Camp Program rate to $140.00 per child, per week. This will allow the program to recover expenses through program revenue and no longer require a subsidy from the General Fund.

Staff Recommendation: Move that the Council approve the proposed increase of the Port St. Lucie Parks & Recreation Summer Camp rate to $140.00 per child, per week.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve an alternate rate that will not completely cover the operational costs of Summer Camp, yet have a minimal impact on the General Fund, or approve a higher rate that would increase revenue.

2.                     Move that the Council reject staff’s recommended increase for the Summer Camp fee; and provide staff with direction.

 

Background: At the February 10th, 2025, City Council meeting, Parks & Recreation Staff presented a proposal to increase weekly Summer Camp rates.  The rates that were proposed at the February 10th meeting would have required a subsidy from the general fund to offer the Summer Camp program. The Council asked staff to determine the rate that would cover the cost of the Summer Camp program entirely.  Staff reviewed the data and determined that $140.00 per week would fully cover the cost of Summer Camp program if the camp were to remain at full capacity throughout the duration of the eight-week program.   

 

Issues/Analysis: Assuming the PSL Summer Camp remains at full capacity throughout the duration of the program at the rate of $140.00 per week, no general fund subsidy will be required. Otherwise, a general fund subsidy may result.  

                     

Financial Information: Parks & Recreation will be able to sustain 480 teen, tot, and youth campers for a maximum potential revenue of $537,600.00, and an additional 30 campers at the half-day camps for an additional maximum potential revenue of $12,000.00, for a total of $549,600.00 maximum potential revenue. Anticipated expenses for all camps in 2025 is $528,812.60.

 

 

Special Consideration:  Staff’s request for the approval of this proposed fee increase is made in accordance with Chapter 96 of the City’s Code of Ordinances. City Council approval of the fee will allow the Parks & Recreation Department to begin the Summer Camp registration process as soon as possible.

 

Location of Project: Mid Florida Event Center, Minsky Gym, Charles Ray Neighborhood Park, Winterlakes Neighborhood Park and three St. Lucie School District school sites (Manatee Academy, Southport Middle School, and Southern Oaks Middle School).
