Motion to Approve Autonomous Vehicle Concept Plan in Southern Grove

Executive Summary (General Business): Mattamy Palm Beach, LLC, is requesting City Council approval of a concept plan to allow for the construction of a dedicated pathway for autonomous vehicle service on city owned right-of-way to serve the Telaro Subdivision. Telaro is a residential subdivision that is being developed by Mattamy Palm Beach, LLC. A final subdivision plat was approved on March 22, 2021 (Res. 21-R33). Telaro is located south of SW Discovery Way, west of SW Village Parkway, east of SW Community Boulevard, and north of the E/W 2 right-of-way. Mattamy Palm Beach, LLC, would like to extend the autonomous vehicle service known as BEEP or TIM (Tradition in Motion) that is currently providing service to the Manderlie subdivision to the Telaro subdivision. Manderlie is located in the northwest quadrant of the intersection of SW Discovery Way and SW Community Boulevard. The autonomous vehicle service would run in a dedicated pathway outside the travel lanes along the south side of SW Discovery Way between SW Community Boulevard and SW Village Parkway. The route would then extend south along the west side of SW Village Parkway and terminate at the E/W 2 road right-of-way. The intent is for the autonomous vehicle shuttle service to be a component of Tradition Trail.

Staff Recommendation: Move that the Council approve the concept plan.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the concept plan.
2. Move that the Council not approve the concept plan and provide staff direction.
Background: Mattamy Palm Beach, LLC, has introduced a pilot program in Tradition and Southern Grove for autonomous vehicle shuttle service known TIM. At present, the service offers two operating routes. One route takes riders to and from the Manderlie subdivision on SW Community Boulevard to Tradition Town Square and the other route takes riders to and from Tradition Town Square to the Landings at Tradition Shopping Center (Target).
Issues/Analysis: At present, there is no sidewalk on the south side of SW Discovery Way. Under the proposal, Mattamy Palm Beach, LLC, will construct a twelve (12) foot wide dedicated pathway for the BEEP/TIM service and a separate fifteen (15) foot wide multi-use path for pedestrians and bicyclists. The dedicated pathway for autonomous vehicles will be the pathway closest to the travel lane as depicted in the attached cross section for SW Discovery Way.
On SW Village Parkway, Mattamy Palm Beach, LLC, will utilize the existing eight (8) foot sidewalk on the west side of SW Village Parkway for the dedicated autonomous vehicle pathway and construct a separate twelve foot multi use path for pedestrian and bicyclists on the west of the existing sidewalk as depicted in the attached cross section for SW Village Parkway.

Special Consideration: If the City Council approves the request, Mattamy Palm Beach, LLC, will apply to amend the construction plans for the Telaro subdivision to include the proposed improvements for approval by the Site Plan Review Committee.
Location of Project: The project is generally located south of SW Discovery Way and between SW Community Boulevard and SW Village Parkway.
