2. Parties: City of Port St. Lucie and Water Treatment & Controls Technology, Inc.
3. Purpose: To execute the contract with Water Treatment & Controls Technology, Inc. as a sole source distributor for purchasing Wallace & Tieran products, Acutec Chlorine equipment, automatic chlorine and ammonia detectors, and feed system parts and maintenance for the Utility Systems Department (“USD”) Water & Wastewater Treatment Facilities.
4. New/Renewal/Modified: New.
5. Duration: Three (3) years with no option to renew.
6. Benefits to Port St. Lucie: These parts and services are essential to maintain safety and compliance with the Florida Department of Environmental Protection, Environmental Protection Agency, and Department of Health.
7. Cost to Port St. Lucie (Annual and Potential): Estimated expenditures between $75,000.00-$100,000.00 annually.

Staff Recommendation: Move that the Council waive formal bidding, per Chapter 35.08(a)(24)(a)(6) (sole source) and approve Contract #20250112 with Water Treatment Controls Technology, Inc. as a sole source vendor to meet the needs of USD’s Water & Wastewater Treatment Facilities.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Contract #20250112 with Water Treatment Controls Technology, Inc.
2. Move that the Council not approve Contract #20250112 with Water Treatment Controls Technology, Inc. and provide staff with direction.
Background: USD is required to adhere to strict safety standards when handling hazardous chemicals. To protect the health and lives of the City’s workforce and the public, it is essential to have alarms and detection devices in place to alert staff of any potential release of chemicals. Without these critical safety measures, a significant risk of life-threatening injury or bodily harm exists.
Issues/Analysis: The Water and Wastewater Treatment Facilities currently utilize chlorine and ammonia gases for disinfection purposes. These chemical gases inherently have risks that may pose a threat to life and health, making it critical to have appropriate chemical feed systems, gas detection equipment, and alarm capabilities in place. These safeguards are not only essential for protecting USD’s workforce and the public, but are also regulatory requirements. Failure to maintain such detection systems would place the City out of compliance and could result in significant penalties or fines from regulatory agencies.
