Executive Summary (General Business): The purpose of this request to approve a small-scale Future Land Use map amendment for 12.4 acres to apply a uniform application of the RGC land use classification to the entirety of the residential portion of the Veranda and St. Lucie Lands PUDs, thereby bringing the entire original PUD into compliance with Policy 1.1.4.1.

Staff Recommendation: Move that the Council approve the small-scale future land use map amendment as recommended by the Planning and Zoning Board.

1. Move that the Council deny the small-scale future land use map amendment.
Background: On March 7, 2023, the Planning and Zoning Board recommended approval of the small-scale map amendment.
Issues/Analysis: The required gross number of Multifamily units in the Residential Golf Course (RGC) land use classification, pursuant to Policy 1.1.4.1, is a minimum of 20% and Maximum of 35%. The current RGC land use area does not meet this requirement. Combining the residential units for all of the Veranda and St. Lucie Lands PUDs equates to 3,811 units, of which 780 would be multi-family (or 20.5% multifamily). By combining and unifying all the existing and proposed residential units RGC, the multi-family composition is just above the minimum required units, bringing the RGC area in compliance with the Comprehensive Plan.
