Summary Brief (Agreements/Contracts only)
1. Prepared by: Autumn Bryan, Procurement Contracting Officer I (PMD).
2. Parties: City of Port St. Lucie and TRANE U.S. Inc. (“TRANE”).
3. Purpose: To have a cooperative agreement in place for purchasing as City departments need. The known project now is for the replacement of the HVAC System Equipment and Installation at 300 SW Peacock Blvd. Building (“Peacock Project”). However, staff is requesting the City Council approve participation in the cooperative so that future expenditures may be made under the cooperative, as well, if the need should arise and in accordance with Council’s approval in this agenda item.
4. New/Renewal/Modified: New.
5. Duration: Upon execution through August 31, 2027. The cooperative contract allows up to one additional five-year renewal.
6. Benefits to Port St. Lucie: For the Peacock Project, replacing the HVAC system will provide efficient and operable infrastructure.
7. Cost to Port St. Lucie (Annual and Potential): Estimated expenditures for equipment and installation is $812,505.00 for the Peacock Project. Future expenditures under the cooperative shall be as approved in future budgets.

Staff Recommendation: Move that the Council approve, per City Code of Ordinances, Section 35.08(a)(9)(a) (cooperative exception to formal bidding), to participate in the OMNIA Cooperative Contract #3341 with TRANE for HVAC Products, Installation, Labor Based Solutions, and Related Products and Services, including the Peacock Project.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in OMNIA Cooperative Contract #3341 with TRANE.
2. Move that the Council not approve and provide staff with direction.
Background: On July 30th, 2025, the City made a strategic investment by acquiring a building to consolidate the land development group, bringing together five different departments under one roof. During due diligence, it was identified that the existing HVAC system was non-functional and requires full replacement. Replacing the HVAC system by separating the equipment purchase and installation will provide a cost savings of $29,000. This route represents a strong commitment to recommissioning and fully equipping the facility, fostering an efficient and inspiring environment where the land development team can collaborate and excel. This strategic procurement method reflects fiscal responsibility and supports efficient facility management, ultimately protecting and maximizing the City’s investment in this vital asset.
Issues/Analysis: Staff has reviewed the OMNIA Cooperative Contract and finds that it meets the needs of the City and meets requirements of the City’s procurement ordinance.
