2. Parties: City of Port St. Lucie and SignAccess Inc.
3. Purpose: To contract with a qualified Contractor to perform work that consists of fabricating, installing, and providing materials for the construction of the MIDFLORIDA Event Center Monument Sign.
4. New/Renewal/Modified: New
5. Duration: The initial term of the contract(s) is for One hundred and fifty (150) calendar days, with no option to renew.
6. Benefits to Port St. Lucie: The outdoor sign is a versatile tool for the MIDFLORIDA Event Center to amplify our marketing campaign by increasing awareness of our facility and events to the consumers who travel along US1.
7. Cost to Port St. Lucie (Annual and Potential): One time expenditure of $298,728.18

Staff Recommendation: Move that the Council award Contract #20220077 and enter a unit price contract with SignAccess Inc to build a monument sign at MIDFLORIDA Event Center.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20220077.
2. Move that the Council not approve Contract #20220077 and provide staff with direction.
Background: In an age of ever-increasing media fragmentation, outdoor digital signage is more relevant and more powerful than ever. Outdoor signs reach people no matter how they consume their media, making them look, notice, and react. No other marketing format is more ever-present, or more creatively versatile. Since this sign will be visible on US 1, it's a perfect wayfinding tool, especially helpful for visitors to the event center, which sits back 1,336 feet from US 1.
An E-Bid was issued on July 29, 2022, to potential suppliers. There were 25 plan holders with 8 proposals being received on Aug 23, 2022. There were 5 proposals that were deemed non-responsive and 3 proposals that were deemed responsive.
Issues/Analysis: Staff has reviewed the proposals and finds that SignAccess provides the best value to the City. SignAccess has performed several sign projects around the state of Florida and is not a local Contractor.
Financial Information: Funds are appropriated in the General Fund for Parks & Recreation/Civic Center/Improvements O/T Building (#001-7500-563000-00000).
