Strategic Plan Link: The City's Goal of Strategic Growth for a Resilient Future.

 

Executive Summary (General Business): The Planning and Zoning Department is submitting EAR-based amendments to the City’s comprehensive plan for City Council approval to transmit the proposed amendments to the Florida Department of Commerce (state land planning agency) for review.  In 2024, the City hired Inspire Placemaking to assist the Planning and Zoning Department in updating the City’s comprehensive plan.  Chapter 163, Part II, Florida Statues, requires all local governments within the State of Florida to maintain an adopted local government comprehensive plan and to evaluate its comprehensive plan at least once every seven years to determine if plan amendments are necessary to reflect changes in state requirements since its last update.  The most recent EAR-based amendments to the City’s comprehensive plan were completed in 2020. 

 

The City’s comprehensive plan is comprised of eleven elements that address future land use, transportation, housing, infrastructure, conservation and coastal management, intergovernmental coordination, recreation and open space, economic development, capital improvements, public schools, and property rights.

 

The City is adopting only the new and revised Goals, Objectives, and Policies and Future Land Use Map Series by ordinance (attached as Exhibits “A” and “B”).  The data and analysis sections of each element were updated, as needed, and are included in the submittal packet as supplementary information.  

 

Presentation Information: Inspire Placemaking, the consultant, will provide a presentation.

 

Staff Recommendation: Move that the Council approve the EAR-based amendments for transmittal to the Florida Department of Commerce as recommended by the Planning and Zoning Board.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the amendments.

2.                     Move that the Council not approve the amendment and provide staff direction.

 

Background: The Planning and Zoning Board recommended approval of the EAR-based Amendments at the June 23, 2026, Special Planning and Zoning Board Meeting.

 

Issues/Analysis: The proposed EAR-based amendments are based on extensive public outreach, updated data and analysis, and input from City staff and the City Council.  Staff from the Public Works, Utilities, Building, Parks and Recreation, Emergency Management, and Solid Waste departments assisted in the review and revisions of the EAR-based amendments. The Community Redevelopment Agency, St. Lucie County School District, and Economic Development Council of St. Lucie County also reviewed and provided feedback on the proposed EAR-based amendments.
