2. Parties: City of Port St. Lucie and Zabatt Engine Services, Inc. DBA Zabatt Power Systems, Inc. (“Zabatt”).
3. Purpose: To replace an existing diesel generator and exterior fuel tank serving the Lime Softening Treatment Plant at Prineville with an exterior diesel generator with a sub-base fuel tank and to include the alternate bid for Air Conditioning installation in the Lime Plant Generator and Motor Control Center Building.
4. New/Renewal/Modified: New.
5. Duration: 13 months with no option to renew.
6. Benefits to Port St. Lucie: To ensure the Prineville Lime Softening Plant, warehouse, and maintenance building have constant power in the event of an outage. This would allow for uninterrupted water service to residents and businesses.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense in the amount of $1,105,672.00. The awarded FEMA Hazard Mitigation Grant Program (HMGP) grant will reimburse the City in the amount of $444,050.87 after completion of the project.

Staff Recommendation: Move that the Council award Contract #20250059 and enter into a unit price agreement with Zabatt for the Prineville Water Treatment Facility Emergency Generator Replacement.
Alternate Recommendations:
1. Move that the Council amend and approve the recommended bid.
2. Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.
Background: The existing 30-year-old 1,000 kW diesel generator, which services the lime plant, warehouse, and maintenance building at the Prineville Water Treatment Facility, is reaching the end of its serviceable life. The Utility Systems Department obtained a FEMA Hazard Mitigation Grant Program (HMGP) grant to cover a portion of the costs associated with updating the existing generator, diesel tank, and associated components to ensure reliable power in the event of an outage.
An E-Bid was issued January 31, 2025, to 577 potential suppliers. There were 32 plan holders, and two bids received by the due date March 4, 2025.
Issues/Analysis: Staff has reviewed the proposals received and finds the bid submitted by Zabatt to be fair and reasonable.
Financial Information: Utility CIP Fund/Water Plant Operation/Machinery & Heavy Equipment (448-3310-563000).
