3. Purpose: To allow the City to purchase cloud services, software, and related technology solutions from approved vendors under competitively solicited cooperative contracts.
4. New/Renewal/Modified: New.
5. Duration: The Contract will become effective upon execution and remain in effect through September 15, 2036, unless terminated earlier in accordance with the Contract.
6. Benefits to Port St. Lucie: Provides access to competitively established pricing while helping prevent lapses in essential IT services and cybersecurity protections.
7. Cost to Port St. Lucie (Annual and Potential): The estimated annual expenditure under this Contract is approximately $3,000,000. Actual expenditures will be based on City needs and available funding in approved annual budgets throughout the Contract term.

Staff Recommendation: Move that the Council approve, per City Code of Ordinances, Section 35.08(a)(9)(a) (cooperative exception to formal bidding), to participate in State of Florida Contract #43230000-26-NASPO-ACS with Presidio Networked Solutions LLC.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participation in State of Florida Contract #43230000-26-NASPO-ACS for Cloud and Software Solutions.
2. Move that the Council not approve participation in State of Florida Contract #43230000-26-NASPO-ACS and provide staff with direction.
Background: The City previously utilized the Florida Department of Management Services Alternate Contract Source #43230000-NASPO-16-ACS for Cloud Solutions to purchase and renew software and related technology services essential to City operations. That contract expired on September 15, 2026, and was replaced by the NASPO ValuePoint Cloud and Software Solutions portfolio.
The State of Utah, serving as the lead agency for NASPO ValuePoint, competitively solicited the replacement contract under Solicitation #BP24-1. The State of Florida subsequently established Alternate Contract Source #43230000-26-NASPO-ACS and entered into a separate participating agreement with Presidio Networked Solutions LLC. The proposed City agreement will allow the City to continue purchasing and renewing eligible software and related services as needed, subject to approved funding and City purchasing requirements.
Issues/Analysis: Presidio Networked Solutions LLC is an approved vendor through NASPO ValuePoint and the corresponding Florida Department of Management Services cooperative contracts for Cloud and Software Solutions. The City uses cooperative purchasing to access competitively procured contracts and streamline the procurement process. Staff has reviewed the Contract and finds that it meets the City’s operational needs and procurement requirements. Approval will provide continued access to eligible technology products, software, renewals, maintenance, and related services while reducing the risk of disruptions to critical City operations.
Financial Information: Funds are appropriated in the General Fund / Information Technology Department / Computer Software & Accessories (Account #001-1320-552201).
