2. Parties: City of Port St. Lucie, American Consulting Engineers of Florida Inc., Engenuity Group Inc., Keith and Associates Inc., Culpepper and Terpening, Inc. and Marlin Engineering Inc.
3. Purpose: Provide Design Services on a continuing basis as needed.
4. New/Renewal/Modified: New.
5. Duration: Three (3) years with the option of two (2) additional one (1) year renewal periods.
6. Benefits to Port St. Lucie: To have several firms on a rotating basis to provide services in a timely manner for any project that the City requires Design Services.
7. Cost to Port St. Lucie (Annual and Potential): Proposals will be requested for each project based on the hourly rates identified in the contract.

Staff Recommendation: Move that the Council award Contract #20230087 for the Continuing Contracts for Design Services with the top five (5) ranked firms selected by the Evaluation Committee.
Alternate Recommendations:
1. Move that the Council not award Contract #20230087 and provide staff with direction.
Background: The City requires Design Services on an as needed basis. An RFP for qualifications was issued in accordance with Section 287.055, Florida Statues, identified as the Consultant’s Competitive Negotiation Act (CCNA) on September 8, 2023, to 1,384 potential consultants. There were fourteen (14) proposals received on September 29, 2023.
PMD held the first evaluation meeting on October 25,2023 to review and discuss the proposals and individual scores to determine the short list. The evaluation committee selected seven (7) firms to move to the short list. The firms were invited to a second (2nd) evaluation meeting that was held on November 8, 2023 to make presentations and to answer more detailed questions regarding the services they provide. There were seven (7) firms that made presentations. The Evaluation Committee reviewed their scores and adjusted accordingly, recommending the top five (5) firms. The final scores were announced as follows:
#1 Ranked Firm with the final score of 923.33 - American Consulting Engineers of Florida LLC.
#2 Ranked Firm with the final score of 921.67 - Engenuity Group, Inc.
#3 Ranked Firm with the final score of 913.33 - Keith and Associates, Inc.
#4 Ranked Firm with the final score of 906.67 - Culpepper and Terpening, Inc.
#5 Ranked Firm with the final score of 901.67 - Marlin Engineering, Inc.
PMD began negotiations with the top five (5) ranked firms. The rates were agreed to by all firms and each firm has submitted a partially-signed contract for City approval.
Issues/Analysis: Staff recommends awarding to all selected firms.
Financial Information: Funds are budgeted in various accounts and will be allocated as projects are assigned.
