Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie and C. Slagter Construction, Inc.

3.                     Purpose: To remediate the asbestos on City bridges so that routine maintenance can continue safely.

4.                     New/Renewal/Modified: New.

5.                     Duration: The Term of the Contract is for one (1) year with no option to renew.

6.                     Benefits to Port St. Lucie: Asbestos abatement and recoating of bridges protect public health by removing hazardous materials, extend the life of critical infrastructure, and prevent costly future repairs. These improvements enhance transportation safety, ensure compliance with environmental regulations, and support long-term fiscal responsibility for the City.

7.                     Cost to Port St. Lucie (Annual and Potential):  A one-time expense in the amount of $231,000.00.

Staff Recommendation: Move that the Council Award Contract #20260238 for Asbestos Abatement and Recoating of Bridges with C. Slagter Construction, Inc. 

 

Alternate Recommendations:

1.                     Move that the Council amend and approve the recommended bid.

2.                     Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.

 

Background: As part of the City’s ongoing commitment to maintaining existing infrastructure, staff contracted a consultant in 2022 to conduct hazardous materials testing on all bridges in the City’s network. Any location found to contain hazardous materials must be remediated before routine maintenance can proceed. Using available funding each fiscal year, the City has begun hazardous material abatement. This project continues those efforts.

 

An E-Bid was issued on June 10, 2026, to 701 potential applicants. There were 23 project followers and 4 proposals were received on July 15, 2026.

 

Issues/Analysis: Staff have reviewed the proposals and recommend entering into a contract with C. Slagter Construction, Inc.

                     

Financial Information: Funds are appropriated in Stormwater-Drainage Fund and other contractual services account (#401-4126-563004-00000).
