Executive Summary (General Business): The City of Port St. Lucie proposes to rezone two parcels totaling 24.98 acres from Industrial (IN) to Open Space Conservation (OSC).
Presentation Information: Staff will provide a presentation.
Staff Recommendation: Move that the Council approve the proposed rezoning as recommended by the Planning and Zoning Board.
Alternate Recommendation:
1. Move that the Council deny the rezoning and provide staff direction.
Background: On September 1, 2026, the Planning and Zoning Board unanimously voted to recommend approval of the rezoning to the City Council.
The 22.86-acre property was deeded to the City to meet a requirement of the Reserve Development of Regional Impact (DRI) development order for the preservation of native upland habitat. The property also contains a lake. The adjacent 2.12- acre parcel also consists of native upland habitat and was deeded to the City by the PGA Village POA. Both properties are intended to be preserved as part of the City’s Conservation Lands Program.
Issues/Analysis: See the attached staff report. There was a concurrent land use amendment application (P26-116) to change the land use designation of the parcels.
