3. Purpose: To provide asphaltic concrete throughout the city to fulfill the City’s ten-year repaving plan.
4. New/Renewal/Modified: Modified.
5. Duration: April 26, 2022 through September 30, 2022. This is a short-term extension to the existing contract that will facilitate paving through the end of the fiscal year while a new bid is being prepared. The contractor has elected not to renew the current contract for one (1) additional, two-year period at the original cost structure per section IV of the original agreement.
6. Benefits to Port St. Lucie: Ability to maintain safe roadways for the citizens of Port St. Lucie until a new contract can be awarded.
7. Cost to Port St. Lucie (Annual and Potential): An additional $985,000.00 to be added to the current contract amount.

Staff Recommendation: Move that the Council waive the provisions of the procurement ordinance, at the request of the City Manager per Section 35.04(c), and approve Amendment #1 to Contract #20190060 with Ranger Construction Industries, Inc. for the increase in cost to produce, acquire and transport the liquid asphalt used in the production of asphaltic concrete that has been continually rising due to recent market volatility and rising fuel prices.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #1 to Contract #20190060.
2. Move that the Council not approve Amendment #1 to Contract #20190060 and provide staff with direction.
Background: This existing contract is utilized to accomplish citywide repaving as identified in the City’s ten (10) year repaving plan as well as projects that are identified and funded through the half cent sales tax. Many of the City’s streets were constructed in the 1980’s and 1990’s. Asphalt pavement in Florida typically has a life span of 15-20 years. So, ideally the City’s streets need to be resurfaced (repaved) every 15- 20 year, which means that many of the City’s streets are coming up on their second repaving cycle. Currently, the city has approximately 911 centerline miles of roads with 765 of those miles being local streets. Considering an optimistic 20-year life span the City needs to resurface a little over thirty-eight (38) miles per year.
Issues/Analysis: Staff has reviewed the price increases and finds that it is a reasonable request during these volatile market conditions. A new bid is being prepared to address the changing market conditions and would like to continue its paving operations until a new bid is awarded.
Financial Information: Funds are appropriated in FY 2021-2022 Annual Budget for the Public Works Capital Improvement Program / Road & Street / Annual Resurfacing (#304-4125-534132-00000) and the Half Cent Sales Tax Fund (#310-4105-534000-00000).
