Executive Summary (General Business): Establishing a Memorandum of Understanding between the City of Port St Lucie and the United Way to manage disaster donations including volunteer management.  Under this agreement the United Way would manage volunteers through the multiple not-for-profits they coordinate with.  Every volunteer hour worked will reduce the City’s cost-share responsibility earmarked for disaster recovery, FEMA traditionally funds the remaining 75% through Public Assistance grants.  Outsourcing volunteer management to the United Way will allow the City to focus its efforts on disaster recovery.

Background: Jurisdictions impacted from a disaster frequently have an influx of donations and volunteers to assist disaster victims.  This Memorandum of Understanding will establish a collaborative partnership between the City and the United Way to enhance the efficiency and effectiveness of donation management and volunteer referral services in the event of a disaster.  With this MOU in place, the United Way will manage volunteers and donations, and the City will leverage volunteer hours to be used towards our local match of 25% of the fiscal responsibility of FEMA reimbursable damages caused by the disaster. 

 

Issues/Analysis: Adoption of this resolution will allow for the management of volunteer services and public donations pertaining to disaster management. 

                     

Financial Information: Adopting this resolution will facilitate the tracking of volunteer hours to be used towards the City’s in-kind match for federal disaster and possible state funds allowing the City to lower the local match (cost-share) required during and after a disaster.
