2. Parties: City of Port St. Lucie, The Shyft Group Upfit Services, Inc. f/k/a as Spartan Upfit Services, Inc. d/b/a Strobes-R-Us, Inc.
3. Purpose: Installation and/or repair of vehicle emergency equipment for Public Safety Vehicles.
4. New/Renewal/Modified: Modified.
5. Duration: The initial term began on May 10, 2018 through May 9, 2021. A renewal for one year began on May 10, 2021 through May 9, 2022. There is one (1) one-year renewal remaining ending on May 9, 2023.
6. Benefits to Port St. Lucie: Allows the City to purchase and install vehicle emergency equipment for the Public Safety Vehicles.
7. Cost to Port St. Lucie (Annual and Potential): The estimated expenditures for FY 2021/2022 is $432,278.35. Future expenditures will be as appropriated in each years’ budget.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve participating in the Sheriff of Broward County’s Contract for the supplying and installing and/or repair of vehicle emergency equipment for Public Safety Vehicles with Strobes-R-Us, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the Sheriff of Broward County’s contract.
2. Move that the Council not approve participating in the Sheriff of Broward County’s Contract and provide staff with direction.
Background: On May 7, 2018, The Broward County Sheriff’s Office entered into an agreement with Strobes-R-Us, Inc. for installation and/or repair of Vehicle Emergency Equipment for Public Safety Vehicles; on December 18, 2018, Spartan Upfit Services, Inc., acquired and assumed the agreement and all of Strobes-R-Us, Inc.’s business interests, rights and responsibilities under the agreement and/or otherwise accepted the assignment of the agreement from Strobes-R-Us, Inc. with the consent from The Broward County Sheriff’s Office; on November 9, 2020, the parties entered a first amendment to memorialize the change of its corporate name from Spartan Upfit Services, Inc. to The Shyft Group Upfit Services, Inc., but kept its same employment identification number of 35-2646349.
A previous request to utilize this contract for upfitting services was approved at the June 14, 2021, City Council meeting. However, the request to approve future expenditures as they are budgeted was not included in the agenda item. Therefore, this request is for the approval of the estimated expenditures for FY 2021/2022 of $432,278.35 as well as future expenditures as appropriated in each years’ budget for the duration of the contract.
Issues/Analysis: Selecting Strobes-R-Us, Inc. for the 2021 Police Interceptor Utility upfitting contract is based upon 3 main areas of justification. First, Strobes-R-Us, Inc. is local, a 30-minute drive to Jupiter, FL, which will eliminate a vehicle shipping cost by not requiring and involving a transport company. The location of the facility also allows for increased oversight into the upfitting process before, during and after upfitting of each vehicle. Second, the Strobes-R-Us, Inc. facility is superior to the competition. It is larger, allowing for more vehicles to be completed per week. After observing the Strobe’s-R-Us., Inc. facility in person several times, it is evident that each vehicle is completed the same exact way in an assembly line type of process. The clean and organized process, including a final inspection checklist, that Strobes-R-Us., Inc. uses will allow for each vehicle to be completed accurately and efficiently. Lastly, the professional customer service, staff availability, product knowledge and pricing based off the Broward County Sheriff’s contract indicate that Strobes-R-Us., Inc. is a superior choice for the upfitting of our new vehicles. Staff has reviewed the Sheriff of Broward County’s Contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.
