Background: The Gatlin Pines Roadway Rehabilitation project addresses pavement deterioration within the Gatlin Pines Neighborhood. In 2020, the City identified significant roadway failures and conducted geotechnical testing to determine the underlying cause. The results indicated that resurfacing alone would not be sufficient, as the original road construction used substandard methods that would lead to accelerated failure. Based on these findings, the rehabilitation of this area was funded in the FY 25/26 budget. Design work began in 2025, and the project is now ready to move forward into the construction phase. This Task Order is issued under City Contract #20240027 which is a piggyback of the City of Kissimmee’s IFB 2022‑002 for Alternative Paving Methods, awarded to Asphalt Paving Systems, Inc. Utilizing this contract allows the City to capitalize on competitive pricing for the required construction services. The City’s piggyback contract (#20240027) provides the terms for the parties’ relationship over the duration of the agreement, and this Task Order (#20260274) provides the project-specific terms for the Gatlin Pines Roadway Rehabilitation project.
Issues/Analysis: Per the City’s Procurement Policy and Procedure Manual, The City may utilize Construction Master Contracts under the City Manager’s approval threshold for projects costing less than $1 million and any project costing more than $1 million will require additional City Council approval. Staff has reviewed the proposal from Asphalt Paving Systems, Inc. and finds that they are capable of completing this project.
