Tradition Parkway Speed Limit Change Recommendation

body

Submitted By: Joseph DeFronzo, P.E., Public Works

Strategic Plan Link: The City's Goal of high-quality infrastructure and facilities.

Executive Summary (General Business): The eastern section of SW Tradition Parkway from I-95 to SW Village Parkway is currently posted with a 45 MPH speed limit. Between SW Community Boulevard and SW Village Parkway the posted speed limit is 35 MPH. The western section from the roundabout at SW Community Boulevard to the Renaissance Charter School at SW Stony Creek Way has a posted speed limit of 40 MPH. The Public Works Department is recommending a change in the posted speed limit from 35 MPH to 40 MPH to ensure consistency. This change is supported by the recommendation from a Speed Study completed in March 2021 by Mackenzie Engineering.

Presentation Information: N/A. Staff will be available for discussion and to answer any questions.

Staff Recommendation: Move that the Council adopt the 40 MPH posted speed limit on Tradition Parkway from SW Community Boulevard west to the Renaissance Charter School at SW Stony Creek Way, increase the posted speed limit to 40 MPH between SW Community Boulevard and SW Village Parkway and retain the 45 MPH posted speed limit from I-95 to SW Village Parkway.

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and provide staff comments and direction on how to move forward

2.                     Move that the Council not approve the recommendation and provide direction.

Background: 1PSL request #16623 was created in February 2021 in response to a resident’s concern regarding traffic, speed limits and pedestrian safety on SW Village Parkway. The resident noticed a lack of uniformity in the posted speed limit on SW Tradition Parkway, west of SW Village Parkway and pedestrian safety at marked crosswalks of the SW Community Boulevard roundabout. A traffic consultant was retained to complete a speed study in March 2021 and the results indicated the 85th percentile speeds eastbound and westbound on SW Tradition Parkway, west of SW Village Parkway exceeded the posted limit of both 35 and 40 MPH. The recommendation by the Public Works Department which is consistent with the recommendation from the speed study is to increase the posted speed limit to 40 MPH between SW Community Boulevard and Village Parkway. The existing posted speed limit of 40 MPH will remain west of SW Community Boulevard to SW Stony Creek Way.

Issues/Analysis: The existing section of Tradition Parkway needs a more consistent posted speed limit to avoid driver confusion and improve enforcement efforts in the future. The Tradition CDD Engineer is currently working on revisions to the existing pavement markings and signs for the multi-lane roundabout at SW Community Boulevard and Tradition Parkway. Modifications for temporary improvements to increase safety for the Autonomous Vehicle/BEEP, pedestrians and vehicular traffic include pavement markings and signage to convert the roundabout to a single lane and enhance visibility at pedestrian crossings.
