2.                     Parties: City of Port St. Lucie and CPZ Architects, Inc.

3.                     Purpose: To provide Professional Services for a Design Criteria Package for the Police Training Facility which will facilitate the City in soliciting for a Design-Build firm to design and build a new Police Training Facility.

4.                     New/Renewal/Modified: New

5.                     Duration: The Contract period is for 210 calendar days, with no option to renew.

6.                     Benefits to Port St. Lucie: The ability to hold in-house training exercises for all police officers on the Port St. Lucie force.

7.                     Cost to Port St. Lucie (Annual and Potential): The total amount to be paid by the City to the Consultant is on a time and material basis per the fee schedule in the amount of $323,647.

Staff Recommendation: Move that the Council award Contract #20220023 for Consulting Services to provide a Design Criteria Package for a new Police Training Facility.

1.                     Move that the Council not award Contract #20220023.

 

Background: In order to keep pace with the City's growth (ranked 7th within FL), PSLPD is in need of a Training Facility. Of the top 15 populated cities in FL, PSLPD is the only agency without a training facility (nor a shooting range). Currently, any in-house training provided to sworn personnel is limited by space or has to be done in Fort Pierce at the IRSC complex based on advanced scheduling for firearms qualification. The proposed facility is estimated at 14,400 square feet and constructed of CBS poured concrete (CAT 5) building. It will also incorporate a Shooting Range (80' wide with 20 lane tactical 50-yard range). The Range will also include an HVAC system to meet/exceed all National Institute for Occupational Safety and Health (NIOSH), Occupational Safety and Health Administration (OSHA), National Rifle Association (NRA) range & lead safety standards. Also, for future growth, it is recommended that the facility be constructed with additional flooring/space.

 

Issues/Analysis: On February 28, 2022, City Council approved Legistar Item #2022-181 (Approve Shortlisted Firms and Begin Negotiations for the Request for Proposals (eRFP) #20220023 for Professional Services for a Design Criteria Package for the Police Training Facility).  Staff held negotiation meetings with CPZ Architects, Inc. and staff determined that their fees were fair and reasonable.

                     

Financial Information: The funds are appropriated in CIP General Fund for Police / Law Enforcement / Buildings (#301-2105-562000-00000).

Location of Project: 121 SW Port St. Lucie Blvd., Port St. Lucie, FL  34984 City Hall Municipal Complex, directly northwest of the main police building (Building C), located on lots 6-10.  These lots run parallel to SW Thanksgiving Ave.
