3. Purpose: Add a critical interconnection between a newly installed 24-inch Force Main and the two (2) existing Force Mains (12-inch and 16-inch) to the original scope.

5. Duration: The request includes an addition of 224 calendar days for a revised expiration date of August 1, 2023.
6. Benefits to Port St. Lucie: The proposed interconnected is requested by the Utility Systems Department (“USD”) to add both capacity and redundancy to the sewer system by creating multiple pathways for sewer flows to reach the Glades Wastewater Treatment Facility.
7. Cost to Port St. Lucie (Annual and Potential): An additional $95,605 be added to the contract for a new Contract Amount of $3,718,425.

Staff Recommendation: Move that the Council approve Amendment #1 to Contract #20210116 for the Construction of the Northport 24” Force Main on Glades Cutoff Road.

1. Move that the Council amend the recommendation and approve Amendment #1 to Contract #20210116.
2. Move that the Council not approve Amendment #1 to Contract #20210116 and provide staff with direction.
Background: The contractor was awarded the installation of 9,200 LF of 24-inch Force Main along Glades Cutoff Road to provide additional points of connection for future customers and to assist in the improvement of the system hydraulics throughout the City. A beneficial interconnection between the new pipeline and an existing pipeline at the north end of the project was identified by City staff in consultation with the Engineer of Record which led to this request for additional scope. The added scope will allow the USD to place into service a disused 16-inch Force Main and create an interconnection with an existing 12-inch Force Main thereby providing resiliency in the form of redundancy.
Issues/Analysis: This work was designed internally, in consultation with the contractor, in hopes of finding the cheapest and most efficient installation possible. The City, by adding this scope to the existing contract, will save design fees as well as the cost and time required to manage this as a separate project.
Financial Information: Funds are appropriated in the FY 22-23 budget for Utility CIP/ Preventive Maintenance/ Improvement Other than Building (448-3516-563000).
